To either of the Constables of the Town of Lexington, in said County, Greeting: In the name of the Commonwealth of Massachusetts , you are directed to notify the inhabitants of the Town of Lexington qualified to vote in elections and in Town affairs to meet in Cary Memorial Hall, in said Town on Monday, the twenty-sixth day of January, 1981, at 8:00 P.M. , at which time and place the following articles are to be acted upon and determined exclusively by the Town Meeting Members in accordance with Chapter 215 of the Acts of 1929 , as amended, and subject to the referendum provided for by Section eight of said Chapter, as amended. ARTICLE 1. To receive the reports of any board of Town Officers or of any committee of the Town. SUPPLEMENTAL APPROPRIATIONS FOR CURRENT FISCAL YEAR (FY81) ARTICLE 2. To see if the Town will make supplementary appropriations, to be used in conjunction with money appropriated under Article 4 of the warrant for the 1980 annual town meeting, to be used during the current fiscal year; determine whether the money shall be provided by transfer from avail- able funds; or act in any other manner in relation thereto. (Inserted by Board of Selectmen) COLLECTIVE BARGAINING SETTLEMENT ARTICLE 3. To see if the Town will appropriate a sum of money, in addition to the amount appropriated under Article 4 of the warrant for the 1980 annual town meeting, to fund cost items included in the collective bargaining agreement reached between the Town and the International Brotherhood of Police Officers, Local #377; determine whether the money shall be provided by transfer from available funds ; or act in any other manner in relation thereto. (Inserted by Board of Selectmen) SUPPLEMENTAL APPROPRIATION FOR ADDITION TO WESTVIEW CEMETERY BUILDING ARTICLE 4. To see if the Town will appropriate a sum of money, in addition to the amount appropriated under Article 26 of the warrant for the 1979 annual town meeting, to construct, equip and furnish an addition to the existing cemetery building; determine whether the money shall be provided by transfer from available funds; or act in any other manner in relation thereto. To see of the Town will appropriate a sum of money for plans and specifications for reconstructing and making extraordinary repairs to Cary Memorial Library; determine whether the money shall be provided by transfer from available funds ; or act in any other manner in relation thereto. To see if the Town will appropriate a sum of money for legal fees in connection with judicial proceedings arising out of the construction of the addition to Cary Memorial Library; determine whether the money shall be pro- vided by transfer from available funds ; or act in any other manner in relation thereto. To see if the Town will vote to direct the Selectmen to release the monies voted under Article 4 of the warrant for the 1980 Annual Town Meeting for the celebration of Patriots ' Day 1981; or act in any other manner in relation thereto. To see if the Town will vote to authorize the Selectmen to enter into a contract with the Town of Arlington whereby the Town of Arlington would provide computer services in connection with data processing operations, including water department billing; or act in any other manner in relation thereto . To see if the Town will vote to authorize the Town Manager with the approval of the Board of Selectmen to dispose of surplus Department of Public Works equipment valued in excess of $1000; or act in any other manner in relation thereto. (Inserted by Board of Selectmen) - 2 - AMENDMENT TO APPROPRIATION COMMITTEE BY-LAW ARTICLE 10 . To see if the Town will vote to amend the first paragraph of Section 5 of Article XIII of the General By-Laws of the Town of Lexington relat- ing to the Appropriation Committee by striking it and substituting therefor the following: The Committee shall prior to each annual town meeting for the transaction of business prepare, publish and distribute by making copies available at the Office of the Town Clerk and at Cary Memorial Library, and by mailing to each town meeting member, a budget showing in detail the anticipated income and expenditures of the Town for the then current year, together with its advice and recommendations with reference to the various appro- priations of the town funds, and other municipal matters coming before such town meeting. This publication may be combined with and distributed at the same time as the Capital Expenditures Committee Report. or act in any other manner in relation thereto. (Inserted at the request of the Appropriation Committee) AMENDMENT TO CONTRACT BY-LAW BID PROCEDURES ARTICLE 11. To see if the Town will vote to accept Section 4 G of Chapter 40 of the General Laws relating to the solicitation of bids fur the purchase of equip- ment, supplies or materials estimated to cost four thousand dollars or more; or act in any other manner in relation thereto. To see if the Town will vote to amend Section 1 of Article XXII of the General By-Laws of the Town of Lexington by striking out "$2000" each time it appears and substituting therefor "$4000"; or act in any other manner in relation thereto. - (Inserted by Board of Selectmen) AMENDMENT TO THE MINUTEMAN REGIONAL VOCATIONAL TECHNICAL SCHOOL DISTRICT AGREEMENT ARTICLE 13. To see if the town will vote to accept Amendment No . 3 to the agreement establishing the Minuteman Regional Vocational Technical School District ("Minuteman") as proposed by vote of the Minuteman School Committee by vote adopted on October 7, 1980. The amendment provides in substance (i) that the term of office of each member of the Minuteman School Committee shall commence on July 1 of the year in which he or she is appointed, commencing with the year following the effect- ive date of the amendment, rather than April 1 as is presently provided in the Agree- ment and (ii) that the annual meeting of the Committee for the election of officers shall be held in each year on a date specified in the District by-laws. A copy of the proposed amendment is available for inspection at the office of the town clerk. (Inserted at the request of the Minuteman Regional Vocational Technical School Committee) - 3 - REVOCATION OF POLICE CIVIL SERVICE STATUTE FOR FUTURE EMPLOYEES ARTICLE 14. To see if the Town will vote to revoke its acceptance of Section 37 of Chapter 19 of the Revised Laws (now Section 48 of Chapter 31 of the General Laws) relating to the members of the Police Department being subject to Civil Service and rules made thereunder in order that future mem- bers of the Police Department no longer be subject thereto ; or act in any other manner in relation thereto. (Inserted by Board of Selectmen) And you are directed to serve this warrant fourteen days at least before the time of said meeting as provided in the By-Laws of the Town. Hereof fail not, and make due return on this warrant, with your doings thereon, to the Town Clerk, on or before the time of said meeting.
