V <br /> 2. <br /> SUMMARY <br /> The proposed amendment provides that the Governor, for the <br /> purpose of making certain structural changes in the executive de- <br /> partment, may from time to time prepare reorganization plans to be <br /> presented to the General Court. If the General Court fails to dis- <br /> approve a reorganization plan within sixty days of its presentation <br /> and has not prorogued by the end of such sixty days, the plan at that <br /> time shall have the force of law. <br /> QUESTION NO. 3 <br /> PROPOSED AMENDMENT TO THE CONSTITUTION <br /> Do you approve of the adoption of an amendment to the <br /> constitution summarized below which was approved by the General <br /> Court in a joint session of the two branches held June 11, 1963, <br /> received 232 votes in the affirmative and 18 in the negative , YES <br /> and in a joint session of the two branches held May 19, 1965,re- NO <br /> ceived 159 votes in the affirmative and 91 in the negative? <br /> SUMMARY <br /> The proposed amendment authorizes the Commonwealth and the <br /> cities and towns therein to provide for municipal industrial <br /> development in such manner as the General Court may determine. <br /> QUESTION NO. 4 <br /> PROPOSED AMENDMENT TO TEE CONSTITUTION <br /> Do you approve of the adoption of an amendment to the <br /> constitution summarized below which was approved by the General <br /> Court in a joint session of the two branches held July 16, 1963, <br /> received 205 votes in the affirmative and 43 in the negative , YES <br /> and in a joint session of the two branches held Nay 19, 1965, re- NO <br /> ceived 219 votes in the affirmative and 39 in the negative? <br /> SUENARY <br /> The proposed amendment confers considerable authority upon <br /> cities and towns with respect to the conduct of municipal govern- <br /> ment, including the authority to adopt, repeal and amend city and <br /> town charters and, in accordance therewith, local ordinances and <br /> by-laws. The General Court retains general power to act in relation <br /> to cities and towns and classes thereof and, in some circumstances, <br /> to enact special laws regarding a particular municipality, including <br /> laws for its incorporation, dissolution or merger. Cities and towns <br /> are not empowered to act with respect to general elections, taxation, <br /> pledges of credit, dispostions of park land, general civil relation- <br /> ships, the punishment of felonies, or the imposition of imprisonment <br /> except as the General Court may lawfully confer such powers upon them. <br /> QUESTION NO. 5 <br /> LAW SUBMITTED UPON REFERENDUM AFTER PASSAGE <br /> Do you approve of a law summarized below, which was approved <br /> in the House of Representatives by a vote of 118 in the affirma- <br /> tive and 102 in the negative and was approved in the Senate by a YES <br /> vote of 21 in the affirmative and 16 in the negative? NO <br />
