November 8,2021 Special Town Meeting#1(2021-1),cont. <br /> a new prefabricated,precast facility. No additional funding is expected for the change in scope which <br /> will be covered within the original appropriation of$620,000. <br /> MOTION: <br /> Ms.Hai moves that the Town hear and act on the supplemental report of the Community Preservation <br /> Committee on the FY2022 Community Preservation budget and,pursuant to the recommendations of <br /> the Community Preservation Committee,take the following actions: <br /> That the Town make appropriations from the Community Preservation Fund and other sources as <br /> follows: <br /> a) That$75,000 be appropriated for Park and Playground Improvements- Sutherland <br /> Park-Supplemental,and that to meet this appropriation$75,000 be appropriated from <br /> the Unbudgeted Reserve of the Community Preservation Fund; <br /> b) That$235,750 be appropriated for Parker Meadow Accessible Trail Construction- <br /> Supplemental,and that to meet this appropriation$235,750 be appropriated from the <br /> Unbudgeted Reserve of the Community Preservation Fund;and <br /> c) That the permitted uses of the$620,000 appropriated for the Old Reservoir Bathhouse <br /> Renovation under Article 14g of the 2020 Annual Town Meeting be modified to <br /> include the construction of a new Bathhouse at the Old Reservoir site,including <br /> through the use of new or prefabricated construction,and all other costs incidental or <br /> related thereto. <br /> ARTICLE 8:CLIMATE ACTION PLAN <br /> To see if the Town will vote to raise and appropriate a sum of money to plan and conduct outreach to <br /> update the Sustainable Action Plan with the Climate Action plan;to determine whether the money shall <br /> be provided by the tax levy,by transfer from available funds,or by any combination of these methods; <br /> or act in any other manner in relation thereto. <br /> (Inserted by the Select Board) <br /> FUNDS REQUESTED: Unknown at press time <br /> DESCRIPTION: In 2018 the Town published a Getting to Net Zero roadmap,an important step in the <br /> right direction to update and implement our community's goals for reaching sustainable objectives <br /> including reduction of emissions laid out in the Sustainable Action Plan.The Climate Action Planning <br /> is the next step in putting together the Climate Action plan and will use extensive, inclusive, and <br /> creative outreach. <br /> MOTION: Ms.Hai moves that this article be indefinitely postponed. <br /> ARTICLE 11:EASEMENTS FOR THE TOWN OF BURLINGTON <br /> To see if the Town will vote to authorize the Select Board to convey temporary and permanent <br /> easements in Lowell Street and North Street to the Town of Burlington as needed by the Town of <br /> Burlington to construct and maintain a water line and associated infrastructure and improvements;or <br /> act in any other manner in relation thereto. <br /> (Inserted by the Select Board) <br /> DESCRIPTION: This article would authorize the Select Board to grant easements to the Town of <br /> Burlington to construct and maintain a water main and associated improvements to connect to an <br /> MWRA water connection near the border of the two towns. The water main would benefit both <br /> Burlington and Lexington properties. Construction and maintenance of the water main would proceed <br /> pursuant to an Intermunicipal Agreement between the Towns dated June 14, 2021. Under that <br /> agreement,Burlington would pay for the costs of designing and constructing the project,and Lexington <br /> would have the opportunity to review Burlington's proposed design. Both towns would share in the <br /> costs of ongoing maintenance of the water line. <br />
