November 8,2021 Special Town Meeting#1(2021-1),cont. <br /> Following remote electronic vote tallying,the Moderator declared: <br /> Article 4 <br /> Adopted on a vote of: <br /> Yes No Abstain <br /> 170 0 1 <br /> MOTION UNANIMOUSLY CARRIES <br /> 8:15 p.m. The Moderator declared Special Town Meeting#1 open under Article 7. <br /> ARTICLE 7 APPROPRIATE WESTVIEW CEMETERY BUILDING CONSTRUCTION <br /> To see if the Town will vote to raise and appropriate an additional sum of money for construction of a <br /> new Westview Cemetery Building on the Westview Cemetery grounds,including the payment of costs <br /> of demolition, architectural and engineering services, original equipment, furnishings, landscaping, <br /> paving and other site traffic improvements, or other costs incidental or related to such construction; <br /> and determine whether the money will be provided by the tax levy,by transfer from available funds, <br /> by borrowing or by any combination of these methods;or act in any other manner in relation thereto. <br /> (Inserted by the Select Board) <br /> FUNDS REQUESTED: $770,000 <br /> DESCRIPTION: Town Meeting appropriated funding for the construction of a new Westview <br /> Cemetery building under Article 16K of the 2020 Annual Town Meeting. This construction project <br /> was publicly bid in June of 2021, and all bids submitted came in over the appropriated budget of <br /> $3,290,000. This article requests additional funding of$770,000 to cover the expected construction <br /> costs of the Westview Cemetery building,and if approved,this project will be rebid in early 2022. <br /> MOTION: Mr.Lucerne moves that$770,000 be appropriated for design and construction of a new <br /> Westview Cemetery Building on the Westview Cemetery grounds,including the costs of demolition, <br /> architectural and engineering services,original equipment,furnishings,landscaping,paving,and other <br /> site and traffic improvements incidental or related to such construction, and that to meet this <br /> appropriation$770,000 be raised in the tax levy. <br /> 8:16 p.m. David Pinsonneault,Public Works Director,presented information on the plans for <br /> Westview Cemetery construction. <br /> 8:24 p.m. Doug Lucerne, Select Board Member,gave an overview of the reasons for the extra <br /> $770,000,including that bids had been received exceeded the appropriation due to a <br /> number of factors including the effect of the pandemic on material costs. Mr.Lucente <br /> stated that the Select Board unanimously supported passage of the Article. <br /> Charles Lamb,Capital Expenditures Committee Chair,stated that the Capital <br /> Expenditures Committee had voted to unanimously approve the Article. <br /> Glenn Parker,Appropriations Committee Chair,stated that the Committee supported <br /> the Motion with a vote of 8/0 for approval. <br /> 8:25 p.m. The Moderator opened the floor for debate and discussions. <br /> 8:26 p.m. Members discussed the cost per square foot and asked whether it was in line with <br /> other building costs. Michael Cronin,Facilities Director,offered answers regarding <br /> questions and stated that the smaller the building,the higher amount per square foot. <br /> 8:30 p.m. Jessie Steigerwald,Pct. 8,raised a Point of Order stating that she was having trouble <br /> hearing some speakers and asked the Moderator to remind everyone to use their <br /> microphones. The Moderator reminded Members to do so. <br />
