November 8,2021 Special Town Meeting#1(2021-1),cont. <br /> November 9,2021 Adjourned Session of the 2021 Special Town Meeting 01 <br /> Moderator Deborah Brown called the second session of 2021-1 Special Town Meeting to order at <br /> 7:31 p.m.on Tuesday,November 9,2021.The meeting held remotely due to the COVID-19 <br /> pandemic. <br /> The Moderator thanked Meeting Members for their patience and good humor after the recent <br /> technical difficulties and recognized Mr.Pato to give a brief overview of the issues he had addressed. <br /> Mr.Pato stated that the customary practice for a virtual Town Meeting was to move the Portal to a <br /> dedicated server,but that the prior version had a different database engine and therefore had caused <br /> 7,000 failed connections during the previous evening. He noted that there had been no failed <br /> connections,this evening,and they were back on a shared host that was running the same version of <br /> the software from before,and asked that everyone be gentle in using the system during high volume <br /> moments,and allow a random 2-5 seconds when voting. He further noted that he would be <br /> monitoring for any further issues,and would alert the Moderator if that happened. <br /> The Moderator thanked Mr.Pato for his diligent work in getting it restored overnight. <br /> 7:34 p.m. The Moderator asked Meeting Members to hold Monday,November 15th through <br /> Thursday,November 18th as a conservative"plan V in case there were further issues <br /> with the system. She noted that if everything went smoothly,all four dates might not be <br /> required. <br /> 7:35 p.m. The Moderator called for the testing of the electronic voting system.Attendance was <br /> taken. <br /> The Moderator noted that tech support was available if anyone ran into issues,then gave an overview <br /> of parliamentary procedure and practice during the meeting and stated that the public could <br /> participate through a dedicated link on the Town Meeting portion of the website in order to submit a <br /> comment or speak for or against an Article. <br /> 7:42 p.m. The Moderator noted that a quorum in excess of 100 members had been obtained. <br /> 7:46 p.m. The Moderator noted that the Select Board had revised Article 5's main motion and <br /> therefore it would not be taken up in this session of the Meeting. A new deadline for <br /> amendments would be discussed once the new motion had been posted. <br /> 7:47 p.m. The Moderator then called for a vote to approve the use of remote technology for the <br /> Special Town Meeting and for the use of the remote electronic voting system. <br /> Ms.Hai, Select Board Chair,moved that the Town Meeting Members approve the use of <br /> Remote Technology during the Meeting. <br /> Following remote electronic vote tallying,the Moderator declared the: <br /> Motion to approve use of remote technology for the Special Town Meeting <br /> Yes No Abstain <br /> 172 0 3 <br /> MOTION UNANIMOUSLY CARRIES <br /> 7:52 p.m. The Moderator then called for a procedural vote in order to take Articles out of order. <br /> Ms.Hai, Select Board Chair,moved that the Town Meeting take up the Consent <br /> Agenda and then Articles 12, 13,and 14. <br /> 7:52 p.m. As there were no objections,the Moderator declared Town Meeting open on the <br /> Consent Agenda. <br />
