. -4- <br /> QUESTION NO. 7 <br /> PROPOSED AMENDMENT TO THE CONSTITUTION <br /> TAXATION OF LAND USED FOR RECREATION <br /> OR LEFT IN A NATURAL STATE <br /> Do you approve of the adoption of an amendment to the Constitution summarized <br /> below, which was approved by the General Court in joint sessions of the House of <br /> Representatives and Senate on August 11, 1976, by a vote of 248-5, and on May 24, Yes___ <br /> 1978, by a vote of 257-0? No <br /> SUMMARY <br /> The proposed constitutional amendment would give the legislature the power to <br /> establish a different method of property taxation for land which is used for re- <br /> creational purposes and for land preserved in its natural state. It would add these <br /> two categories to the existing constitutional provision which allows the legislature <br /> to tax wild and forest land differently. The amendment's stated purpose is to develop <br /> and conserve natural resources and the environmental benefits of recreational land. <br /> QUESTION NO. 8 <br /> THIS QUESTION IS NON-BINDING <br /> "Shall the Senator from this District be instructed to vote to approve the <br /> passage of a bill requiring the reduction and limitation of local property taxes <br /> by substituting revenue from state taxes, and providing that all state and local <br /> taxes combined shall not take a larger percentage of the total personal income in <br /> Massachusetts than the average percentage taken in the three year period immediately Yes_ <br /> preceding approval?"
