- 3 - ARTICLE 7. To see if the Town will raise and appropriate money to pay any unpaid bills rendered to the Town for prior years; determine whether the money shall be pro- vided by the tax levy, or by transfer from available funds, or by any combination of these methods; or act in any other manner in relation thereto.
