o $275,000 for transportation improvements (we were initially informed this was for a bike share <br /> program and will need to confirm this). The Economic Development Bill simply states <br /> "transportation improvements". Contracts have not been signed and the Select Board has not <br /> taken a position on whether a bike share program is something that the Board supports bringing <br /> back. This has been added to the 1/23/23 meeting agenda for a discussion prior to executing a <br /> contract with the state. <br /> o $200,000 for a shared food insecurity program (Food Link Inc.) for the Towns of Arlington, <br /> Burlington, Billerica, Lexington and Woburn. We have received no information on this <br /> regarding the intent. I have reached out to the Town Managers in Arlington, Burlington and <br /> Billerica to meet on this and how the Towns can have input into a regional food insecurity <br /> program (the Town Manager in Burlington forwarded to the Mayor in Woburn). <br /> In all, we have a little over $1 million in earmarks that we are trying to coordinate. It's been <br /> difficult finding the right state agency to coordinate with on a number of these earmarks, luckily <br /> the State has set up a new website to assist local governments with the paperwork. The Select <br /> Board has not discussed and developed a list of requests that we should submit, these earmarks <br /> have generally been created organically by our legislative delegation and in some cases are vague <br /> (as in the "transportation improvements"which could be anything related to improving <br /> transportation). The Senior Management Team was asked to develop some ideas and submitted the <br /> following: <br /> • Upgrade Treasurer's Office Technology—Checks, scanners, MUNIS modules (Carolyn) <br /> • Extractor equipment for the Fire Department (Derek) <br /> • Electric vehicles (Mike McLean) <br /> • Solar on cemetery building (solar ready) (Mike Cronin) <br /> • Hybrid meeting technology(Tim) <br /> • AV S erver room Technology(Mike Cronin) <br /> • ADA pathways for playgrounds (Melissa Battite) <br /> • Pickleball Courts (Melissa Battite) <br /> The Board may want to discuss/develop their thoughts in addition to those above and prioritize <br /> them so that we can communicate this to our Legislators for future earmarks and have a clearer <br /> indication of what can be implemented should the earmarks be funded. <br /> • Board and Committee Memo—Attached please find an updated memo related to the original memo <br /> sent to the Board in July and discussed in September. Mark Sandeen and I were tasked with <br /> reviewing the comments provided by the Board, other Board/Committee members and the public; <br /> and reporting back to the Select Board with a revised recommendation. Mark and I agreed in most <br /> respects with the recomrnendations in the attached memo with the exception of the Police Policy <br /> Committee and whether term limits should apply to the Chairs of Boards/Committees or to all <br /> members.
