TOWN WARRANT

<br />To either of the Constables of the Town of Lexington, in
<br />said County,
<br />Greeting:
<br />In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants
<br />of the Town of Lexington, qualified to vote in elections and in Town affairs, to meet in the Cary Mem-
<br />or ial Building, in said Lexington, on Monday, the fifth day of October, A. D., 1953, at 8 o'clock P.M.,
<br />then and there to act on the following articles :
<br />ARTICLE 1. To receive the reports of any Board of
<br />town officers or of any committee of the Town.
<br />ARTICLE 2. To see if the Town will rescind the bal-
<br />ance of$15,000 of a loan of $95,000 authorized for con-
<br />struction of certain town ways under articles 28 to 37
<br />inclusive of the Warrant for the 1952 Annual Town Meet-
<br />ing and now remaining unused.
<br />ARTICLE 3. To see if the Town will rescind the bal-
<br />ance of $25,000 of a loan of $200,000 authorized for con-
<br />struction of a sanitary sewer in the "Sunnyfield" area
<br />under article 51 of the Warrant for the 1952 Annual Town
<br />Meeting and now remaining unused.
<br />ARTICLE 4. To see if the Town will appropriate a sum
<br />of money to pay the loan of $45,000, with interest, that
<br />was authorized and borrowed under the vote adopted under
<br />article 3 of the Warrant for the special town meeting held
<br />on November 19, 1952, for the purpose of constructing a
<br />sanitary sewer in or near Bedford Street from Eldred
<br />Street northerly- to the Bedford force main near Winter
<br />Street, and determine whether the money shall be pro-
<br />vided by transfer from available funds, including any
<br />special sewer funds and unexpended balances in current ap-
<br />propriations; or act in any other maner in relation thereto.
<br />ARTICLE 5. To see if the Town will make a supple-
<br />mentary appropriation to be used in conjunction with
<br />money already appropriated under article 11 of the War-
<br />rant for the 1953 Annual Town Meeting for installation
<br />of sewer mains and land acquisition therefor, and deter-
<br />mine whether the money shall be provided by transfer from
<br />available funds, including any special sewer funds and
<br />unexpended balances in current appropriations, or by
<br />borrowing, or by any combination of these methods; or
<br />act in any other manner in relation thereto.
<br />ARTICLE 6. To see if the Town will vote to appro-
<br />priate an additional sum of money for Sewer Services —
<br />Wages and Expenses, for the balance of the year 1953,
<br />and provide for payment thereof by transfer from avail-
<br />able funds, including unexpended balances in current ap-
<br />propriations and any special sewer funds, or act in any
<br />other manner in relation thereto.
<br />ARTICLE 7. To see if the Town will appropriate ad-
<br />ditional money for Street Lights — Expenses for the bal-
<br />ance of the year 1953 and provide for payment thereof by
<br />transfer from available funds, including unexpended bal-
<br />ances in current appropriations; or act in any other man-
<br />ner in relation thereto.
<br />ARTICLE 8. To see if the Town will authorize the
<br />Selectmen to take by eminent domain, purchase or other-
<br />wise acquire any fee, easement or other interest in land
<br />necessary for the construction of drains which they are
<br />authorized to construct by the vote adopted under article
<br />22 of the Warrant for the 1953 Annual Town Meeting and
<br />vote that the money appropriated under said article 22 be
<br />used for such land acquisition; or act in any other manner
<br />in relation thereto.
<br />ARTICLE 9.. To see if the Town will provide for and
<br />authorize a committee or committees to prepare plans and
<br />specifications, to obtain bids and enter into a contract or
<br />contracts for the construction and original equipping and
<br />furnishing of an addition to the Fiske School site, and to
<br />supervise the work; appropriate a sum of money for such
<br />purposes; and determine whether the money shall be pro-
<br />vided by transfer from available funds or by borrowing
<br />or by any combination of these methods; or act in any
<br />other manner in relation thereto.
<br />ARTICLE 10. To see if the Town will provide for and
<br />authorize a committee to obtain plans and specifications
<br />and cost estimates for the construction and original equip-
<br />ping and furnishing and land development of a new ele-
<br />mentary school building on the land situated westerly of
<br />School Street, southerly of Massachusetts Avenue and
<br />northerly of Roosevelt Road that the Town acquired for
<br />school and playground purposes in 1951; appropriate a
<br />sum of money for the expenses of the committee and pro-
<br />vide for payment thereof by transfer from available funds,
<br />including unexpended balances in current appropriations;
<br />or act in any other manner in relation thereto.
<br />ARTICLE 11. To see if the Town will provide for and
<br />authorize a committee to obtain plans and specifications
<br />and cost estimates for the construction and original equip-
<br />ping and furnishing and land development of a new ele-
<br />mentary .school building on the land situated westerly of
<br />Lowell Street and northwesterly of Maple Street that the
<br />Town acquired for school and playground_pnrpnces in1951;
<br />appropriate a sum of money for the expenses of the com-
<br />mittee and provide for payment thereof by transfer from
<br />available funds, including unexpended balances in current
<br />appropriations; or act in any other manner in relation
<br />thereto.
<br />ARTICLE 12. To see if the Town will vote to accept
<br />the provisions of Chapter 434 of the Acts of 1953 which is
<br />entitled: "An Act Relative to Rent Control," and whether
<br />the Town will declare that a substantial shortage of rental
<br />housing accommodations exists in the Town of Lexington
<br />and that the control of rents in the Town is necessary in
<br />the public interest.
<br />ARTICLE 13. To see if the Town will authorize the
<br />Board of Selectmen to take by eminent domain, purchase
<br />or otherwise acquire a parcel or parcels of land situated
<br />on or near Maple Street in Lexington for playground or
<br />recreational purposes, or for any other public purposes,
<br />and authorize the development of the same; and determine
<br />whether the money shall be provided by transfer from
<br />available funds, including unexpended balances in current
<br />appropriations, or by borrowing, or by any combination
<br />of these methods; or act in any other manner in relation
<br />thereto.
