ARTICLE 25 SUPPLEMENTARY APPROPRIATIONS FOR <br /> AUTHORIZED CAPITAL IMPROVEMENT PROJECTS <br /> To see if the Town will make supplementary appropriations to be used in conjunction with <br /> money appropriated in prior years for the installation or construction of water mains, sewers and <br /> sewerage systems, drains, streets,buildings, recreational facilities, or other capital improvements <br /> that have heretofore been authorized; determine whether the money shall be provided by the tax <br /> levy, by transfer from available funds, including enterprise funds,by borrowing, or by any <br /> combination of these methods; or act in any other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> FUNDS REQUESTED: Unknown at press time. <br /> DESCRIPTION: This is an annual article to request funds for capital improvement project <br /> expenditures that exceed the level of appropriation. <br /> CAPITAL AND OTHER FINANCIAL ARTICLES <br /> ARTICLE 26 CAPITAL PROJECTS AND EQUIPMENT <br /> To see if the Town will vote to appropriate a sum of money for the following capital <br /> improvements: <br /> (a) Town Building Envelope Program; <br /> (b) Landfill Closure Design; <br /> (c) Street Related Improvements; <br /> (d) Public Works Equipment; <br /> (e) Fire Department Ladder Truck; <br /> (f) Playgrounds and Recreation Facilities Improvements; <br /> and determine whether the money shall be provided by the tax levy, by transfer from available <br /> funds, including enterprise funds, by borrowing, or by any combination of these methods; <br /> authorize the Selectmen to apply for, accept, expend and borrow in anticipation of state aid for <br /> such capital improvements; or act in any other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> FUNDS REQUESTED: Unknown at press time. <br /> DESCRIPTION: Discussion around last year's Article 42 focused on the concept of capital <br /> renewal funding for maintaining existing assets, as distinguished from funding new or <br /> significantly expanded assets. It was proposed to request routine maintenance funding for <br /> existing assets in a single article both to give it priority in the budgeting process and to allow <br /> capital discussions to focus on other, more difficult or controversial financial decisions. <br /> This article implements this concept for most non-school, non-enterprise capital renewal <br /> requests for FY2000. Cash capital funding in the proposed budget is significantly lower <br /> than total requests because of budget constraints. <br /> 19 <br />
