ARTICLE 19 BY-LAW AMENDMENT, BUDGET <br /> To see if the Town will vote to amend section 12 of Article VI of the General By-Laws to read as <br /> follows: <br /> "Section 12. The Town Manager shall annually submit to the Selectmen, the Appropriation <br /> Committee, and the Capital Expenditures Committee for their consideration a proposed <br /> budget, revenue statement and tax rate estimate on a date specified by the Selectmen after <br /> consultation with the School Committee, Appropriation Committee and the Capital <br /> Expenditures Committee." <br /> or act in any other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> DESCRIPTION: This article will allow the Selectmen and School Committee to <br /> synchronize their respective budget schedules annually in order to enhance the quality of <br /> budget decision making. <br /> ARTICLE 20 BOARD OF HEALTH FINES <br /> NON-CRIMINAL DISPOSITION <br /> To see if the Town will vote to amend Section 6 of Article I of the General By-Laws (Non- <br /> Criminal Disposition) by increasing fine schedules and by additions thereto relating to certain <br /> regulations of the Board of Health, all as shown on a document on file in the office of the Town <br /> Clerk; or act in any other manner in relation thereto. <br /> (Inserted at the request of the Board of Health) <br /> DESCRIPTION: This article would increase fines for non-criminal disposition(ticketing) of <br /> violations of certain local and state health codes to make the fines reflect the severity of the <br /> violation involved and to promote compliance with the regulations. This article further <br /> proposes to make three additional health regulations subject to non-criminal disposition. <br /> ARTICLE 21 RETIREMENT BOARD <br /> To see if the Town will (a)vote to approve the acceptance by the Lexington Retirement Board of <br /> Section 288 of Chapter 194 of the Acts of 1998 relating to a pension adjustment for those <br /> members who retired before January 12, 1998 with Option C and whose beneficiary predeceased <br /> them, and (b) vote to accept paragraph(h) of Section 103 of Chapter 32 of the General Laws as <br /> inserted by Chapter 456 of the Acts of 1998 relating to the granting of cost of living adjustments <br /> to noncontributory retirees; or act in any other manner in relation thereto. <br /> (Inserted by the Retirement Board) <br /> 14 <br />
