School and Town Capital <br /> The School professional staff is in the process of developing a major capital project plan. It is <br /> probable that a Proposition 2 1/2 debt exclusion will be required within the year to accommodate a <br /> growing school age population. The Board of Selectmen anticipates a thorough public discussion <br /> and a serious consideration of this proposal in the coming months. Most of the projects included <br /> in the Town's $1,217,000 capital request were identified during last year's budget process. <br /> A table of contents is provided for easy reference. The articles are grouped by topic and a brief <br /> description for each article is provided in an attempt to make the Warrant useful and <br /> understandable. A map showing locations of proposed public works and special projects is also <br /> provided. In addition to the Warrant, the Town Manager's comprehensive proposed budget as <br /> adopted by the Board of Selectmen will be mailed to all Town Meeting members prior to the start <br /> of Town Meeting. <br /> This year the Board of Selectmen has held weekly meetings with representatives of the School <br /> Committee, Appropriations Committee, Capital Expenditures Committee, the Superintendent of <br /> Schools and the Town Manager in a collective effort to address the needs of the Schools and the <br /> Town under challenging fiscal circumstances. This process will continue as we attempt to <br /> develop some consensus on the FY98 budget and some long-term fiscal policy matters. <br /> BOARD OF SELECTMEN <br /> Leo P.
