The intent of this annual document is to provide our guidance to the Select <br />Board, the Town Manager's Office, the Appropriation Committee, the Capital Expenditures <br />Committee, and the Community Preservation Committee as we work together to provide quality <br />recreation opportunities to all residents of Lexington. <br />It is important to note that the 5 -year plan is not simply a "wish list" of recreation -related projects, <br />but rather comprises a set of capital projects that have survived ongoing review by the Recreation <br />Committee, the Recreation and Community Programs Department, and all of the other parties <br />listed above that are involved in the annual Town budgeting process. Typically, projects proposed <br />for funding in the proximal fiscal year have appeared in the 5 -year table for multiple years and <br />have thus been through multiple rounds of annual evaluation. In considering capital projects for <br />inclusion or retention in the 5 -year table, and in the penultimate year for submission as a funding <br />proposal, the Recreation Committee seeks to balance multiple goals including but not limited to: <br />• fulfilling the Recreation Committee charge of"...administering, expanding, and promoting <br />recreation, leisure activities, play, sports and physical education."; <br />• maintaining the current level of facilities and services as provided to the community; <br />• protecting and sustaining the fiscal health of the Recreation Enterprise Fund; <br />• responding to community needs including as identified in the Recreation Facilities and <br />ADA Compliance Study (2017), the 2020 Community Needs Assessment, the recently <br />completed Comprehensive Study of Athletic and Outdoor Recreation Facilities (2021- <br />2022), and by direct resident communication; <br />0 enhancing the facilities and services provided to the community; <br />
