In recognition of distinct considerations that may thus be attached, the projects in the 5 -year plan <br />are organized in three categories according to anticipated majority funding source: self-funded <br />from the Recreation Enterprise Fund, funded by the Town of Lexington through cash, bond, or <br />other means, and funded by the Community Preservation Act if approved by the Community <br />Preservation Committee. <br />Although the intent of the 5 -year plan is to provide multiple years of lead time for planning and <br />discussion that culminates in a request for funding, there are circumstances under which capital <br />projects get added to the plan inside of that 5 -year time horizon, moved with respect to timing, or <br />removed from the plan prior to funding request. Following is a list of such changes to the FY2023- <br />2027 Capital Plan from the FY2022-FY2026 Capital Plan (not including FY27 projects, which are <br />all new by definition): <br />• added: Rec-CPA-6 Community Park Master Plan —Lincoln Park [$100,000; FY23] <br />• added: Rec-23-2 (CPA) Lincoln Park Field Improvements [$25,000; FY24] <br />• removed: Outdoor Pickleball Court Construction' <br />The Town has enjoyed great success over the years in building an incredible recreation <br />infrastructure, and as a result, most of the projects that appear on the 5 -year plan are maintenance <br />projects or projects to replace facilities at the end of their safe/functional life so that we can <br />continue to provide to the residents of Lexington the recreation, leisure activities, play, sports and <br />physical education as are currently being enjoyed, i.e., "level -service" projects. Given the sizable <br />continual investment required to maintain what we currently have, projects intended to enhance or <br />add to the current recreation experience in Town, i.e., "addition/enhancement" projects, are <br />considered and proposed with great deliberation <br />FY27 Capital Plan are as follows: <br />Level -service <br />The core purpose of the projects on the FY23- <br />• 6201 Pine Meadows Improvements <br />• 6203 Pine Meadows Equipment <br />• Rec-23-1 Pine Meadows Clubhouse Renovation <br />• Rec-23-2 Lincoln Park Field Improvements <br />• Rec-23-3 Town Pool Water Heater Replacement <br />• Rec-CPA-1 Park and Playground Improvements <br />• Rec-CPA-2 Park Improvements — Athletic Fields <br />• Rec-CPA-3 Park Improvements — Hardcourt Resurfacing <br />• Rec-CPA-6 Community Park Master Plan — Lincoln Park <br />• Rec-CPA-7 Lincoln Park Fitness Stations Equipment <br />' The community desire for more pickleball courts will be addressed by lining the Gallagher Courts for both tennis <br />and pickleball during the capital project Rec-CPA-3: Hard Court Resurfacing — Center Courts, which is slated for <br />FY24. <br />
