CENTER REVITALIZATION COMMITTEE MEETING
June 20, 1985
The Center Revitalization Committee (CRC) met on 6/20/85 at 12 Noon
in the Selectman's Meeting Room in the Town Office Building. Present from
the CRC were Margery Battin (Chair) , Mary Hastings, Laura Nichols, Bob
Sacco, Jacqui Bateson, Karsten Sorenson, and David Wells. Also in
attendance were Walter Tonaszuck, Norma Bogen, Paul Furdon, Marion Powell
and Jack Speranza.
MINUTES-from April 25, 1985 were approved as published.
FEES & PERMITS-MERIAM STREET LOT
In response to the requests of the April 25 Meeting, Mr. Tonaszuck
indicated that a raise in lunch hour fees in the Meriam Street lot to a
flat $.50 would increase revenue by approximately $9,000 per year. Mr.
Tonaszuck added that the pressure to increase fees to cover increased
costs, specifically insurance costs, was probably not relevant since the
bid for next year was probably going to remain constant. An increase in
permits does not seem warranted since the waiting list is very small (6)
and people may buy permits for the Meriam Street rather than keeping
permits in the other more distant lots. The permit fee is very close to
the daily rate currently, therefore a permit fee increase does not make
much sense at this time.
Discussion continued about raising all parking rates in town from
$. 10/hour to $.25/hour. This discussion raised the fears of the Burlington
Mall competition, parking on the street more and more and the
discouragement of shoppers because of the added cost. Laura Nichols,
Jacqui Bateson, and Bob Sacco all spoke of these concerns. Mary Hastings
voiced concern of the cost of changing meters to accomodate extra costs.
David Wells thought raising fees to $.25 might discourage meter feeders,
promote turnover, increase revenues to maintain current parking facilities
and fund future parking stock.
Mr. Tonaszuck will survey the parking costs in other towns as a
result of this discussion.
Karsten Sorenson announced his resignation as the Planning Board
representative to the CRC due to business changes. He announced that the
Planning Board member Stephen Cripps will be replacing him on the CRC.
Chief of Police Paul Furdon spoke to the Meter Minder Proposal . He
said that he had no strong feelings against having a civilian perform
meter enforcement. He did, however, go on to say that the Police
Department will be better staffed in the coming year and that this
increased staff, especially the increase from 4 to 6 police cadets, should
improve meter enforcement significantly. Currently, 1000 tickets per month
are issued of which approximately 500 are meter violations.
Mrs. Battin summarized the sense of the meeting by stating that the
selectmen will be notified that we feel meter enforcement is imperative to
making the system work and that the Police should decide on how to
accomplish this activity.
