09/21/2022 AC Minutes <br />3 <br />The other actions expected under this article include adjustments of the MWRA expenses lines in <br />the Water and Wastewater Enterprise Fund budgets, and possibly of energy budgets particularly for <br />electricity and natural gas. No changes are anticipated to the CPA operating budget. <br /> 250th Anniversary of the Battle of Lexington <br />This article will include a request of funds. However, the amount is presently unknown. More <br />information may be available from the Semiquincentennial Commission – Ms. Barry is the Select <br />Board liaison and Commission chair. <br /> Authorized Capital Projects <br />This article will include a request for a supplemental appropriation of about $400,000 from the <br />Community Preservation Fund for the Center Recreational Fields bathrooms renovation per recently <br />received bids. <br /> Other Post-Employment Benefits (OPEB) <br />This article is included in the draft warrant in order to allow for the possibility of appropriating <br />additional funds into the Post-Employment Insurance Liability Fund based on the expected increase <br />in value of new growth revenue. The Town recently received a valuation analysis of its OPEB <br />liability and there were changes due to a reduction in the assumed discount rate as well as other <br />factors. The need to appropriate funds for the public safety radio system or to replenish the Reserve <br />Fund may lead to the postponement of any request under this article. <br /> LexHAB Reorganization <br />LexHAB would like to be reorganized as an independent non-profit 501c(3) entity, but that would <br />require a home rule action in the State legislature. No appropriation would be requested under this <br />article. <br /> Housing Trust <br />This article would request the formation of a housing trust to facilitate the creation of affordable <br />housing. No appropriation is expected to be requested under this article. <br /> Opioid Settlement <br />The Town has received funds from the State per a settlement with a pharmaceutical company and <br />expects to receive additional funds. The funds need to be spent on treatment programs and other <br />relevant items. The State encourages the use of these funds to support regional programs. The <br />funds must be appropriated as part of the operating budget in order to be spent. Unlike most <br />operating funds, the funds will be held in a continuing balance account and the balance will carry <br />over from one year to the next. <br /> Fossil Fuels <br />This article was deemed to be largely non-financial and was therefore not discussed further. <br /> Solar Panels and Canopies <br />This article could be a vehicle to request funds to install solar panels and canopies that would be <br />associated with the new police station. It was noted that preparations for this article will likely not <br />be ready for action at this special town meeting. <br /> Pool Hot Water Heater
