MINUTES Approval of Minutes of Regular Meeting of April 14, 2022 Upon motion by Melinda Walker and seconded by Maureen Rynn, the Board voted to approve the Minutes of the Regular Meeting of April 14, 2022, all members having received copies. LHA Financials Tabled to June Meeting. B. Housing Partnership Board Liasion-Approval Upon motion by Melinda Walker and seconded by Mark McCullough, the Board voted to appoint Maureen Rynn as the Lexington Housing Authority liaison to the Housing Partnership Board. ModPHASE We submitted 100% CDs on 3/29/22 and are waiting for DHCD’s review. After DHCD returns their review comments for both Abacus Architects & our consultants, it can take about a month to incorporate those revisions into the final bidding set, depending on the nature of the comments. Then the documents will be ready to go to bid. Theoretically, if we receive DHCD’s review comments in the next month, we could go to bid mid-summer. Bidding takes about 6 weeks, and the contract phase takes about 4 weeks. Once a contractor is awarded the job, they will start the submittal process, order materials, and set up their construction schedule (lead times can be a driving force for the schedule). Caileen had an initial phone conversation with a relocation specialist. Lexington would like to allocate its FY 22 and FY 23 HOME Fund Award to this project. Each award is approximately $30,000.00. Caileen is working with the Town and Consortium for the application package. Upon motion by Melinda Walker and seconded by Mark McCullough, the Board voted to support the Lexington allocation of Home Funds towards the ModPHASE project. Countryside Village Bathroom The contractor is working on submittals. The timeline is approximately 2 months until construction. D. NSPIRE Inspections LHA participated in a voluntary inspection with HUD. HUD is doing a full overhaul of the REAC inspection process and has renamed it NSPIRE. For 2 years (delay and pushed out due to covid) they are holding ‘demonstration inspections’ where housing authorities volunteer to participate and get inspected and ranked based on the new system. They gather feedback etc., before fulling instituting the new process. The score does not count against you but it does count as your inspection so they still will not be coming out for 3 years. This inspection was on 5/5/22. They inspect a sample of our units, 20 in total (3 Scattered Sites and 17 CV units). Only found 7 deficiencies.
