Liaison), Paul Smyke <br /> Guests: Elaine Ashton,JaneL Showalter, David Kanter (Vice Chair and Clerk of the Capital <br /> Expenditures Committee),Jill Hai (briefly at about 8:50 to answer SBFRC questions) <br /> Recording Secretary: Cristina Burwell <br /> The meeting began at 8:05 with an online Roll Call & Reading of the Statement on Use of <br /> Virtual Meetings. There were no minutes provided to vote on. <br /> The Select Board meeting was confirmed for May 23rd at 7:50, with thirty minutes allotted to <br /> the Stone building. <br /> The final report was unanimously approved, with the addendum to add into Community <br /> Conversations that we met with the Library Trustees who had no objections, to include in the <br /> appendices the most recent letter of support by Sabine Clark, and the Decision Making <br /> Outline for the Use of the Ellen Stone Building presented at the recent Trustees meeting - as <br /> motioned by Mark, and seconded by Cristina. <br /> The Decision Making Outline for the Use of the Ellen Stone Building document that was <br /> circulated for the Trustees meeting was highlighted as an oversight that could have helped <br /> the SBFRC prepare a slightly different presentation to the Trustees. This document, and <br /> follow-up seem to imply that the town charter in 1968 assigned responsibility for the <br /> building maintenance and operation to the Town Manager. <br /> It was observed that if the Trustees are really just programming oversight, and the Town is <br /> really responsible for the building, that they will need to put it on the Capital Plan (however it <br /> currently is not) ... thus emphasizing the need to understand who is responsible for the <br /> building. <br /> David Kanter indicated his surprise that the SBFRC would propose a final report that has not <br /> encompassed all of the outcomes of each of the aspects that were looked at, including the <br /> hiring of personnel - thus not really being ready as a final report.
