ADJOURNED SESSION-1997 ANNUAL TOWN MEETING <br /> MARCH 26, 1997 <br /> The meeting was called to order by Moderator Margery M. Battin, at 8:00 p.m.,in Cary <br /> Memorial Hall. A quorum of 174 members was present. <br /> The Moderator announced a recess in order for Representative Jay R.Kaufman to introduce <br /> the National Merit Finalists from Lexington High School. Assisted by Philip Lanoue, <br /> Principal of Lexington High School, Mr Kaufman presented a certificate to each of the <br /> finalists. <br /> 8:07 p.m. The Moderator called the meeting to order and explained that articles 25, 31, <br /> 36, 37, 38, 40, 41, and 42 would be taken up in that sequence. If not addressed this <br /> evening, the articles would be taken up in the order as listed in the warrant. <br /> The Moderator reviewed the rules and procedures for debate, especially for citizen <br /> participation as some citizens were in the balcony and have indicated they wished to speak. <br /> ARTICLE 2: REPORTS OF COMMITTEES <br /> 8:09 p.m. Michelle Ekanem,Chairman of the Fair Housing and Human Relations <br /> Committee gave the report of the committee. <br /> 8:11 p.m. Presented by Leo McSweeney, Chairman of the Board of Selectmen. <br /> MOTION: That Articles 25,31,36,37,38,40,41, and 42 be taken up in that <br /> sequence;provided,however,that if any of these articles are not reached at this <br /> session,then they shall be taken up in their numerical order. <br /> Following a voice vote at 8:11 p.m.,the Moderator declared unanimous adoption of the <br /> motion. <br /> ARTICLE 25: AMEND ARTICLE XXXII OF GENERAL BY-LAWS WETLAND <br /> PROTECTION <br /> presented the following <br /> motion and 411 <br /> 8:12 p.m. Joyce Miller,Chair of the Conservation CommissionAasked the Moderator <br /> (Approved by to recognize Philip Hamilton,member of the Commission to present the2=11= <br /> Atty. General article. <br /> Scott HarshbargeiMOTION: That Article XXXII of the General by-Laws(Wetland Protection) <br /> July 18, 1997. be amended as set forth in a document filed with the Town Clerk on March 20, <br /> Posted in 1997. <br /> Town Office <br /> Bldg. and <br /> nine precincts.) <br /> Sect. 8 NOT Article X=be amended as follows: <br /> Approved. <br /> Posted Aug. 11, 1997 Legend: Addition <br /> Reim v�ll <br /> INSERT <br /> PURPOSE <br /> The purpose of this By-Law is to preserve and protect the wetland resource areas and buffer <br /> zones of the Town of Lexington by regulation of and control of activities deemed by the <br /> Conservation Commission to have significant or cumulatively detrimental effect upon the <br /> following interests and values,including but not limited to:public or private water supply; <br /> ground water supply; the prevention and control of flooding, erosion or sedimentation, <br /> storm damage,other water damage and/or pollution;the protection of surrounding land and <br /> other homes or buildings, aquatic life or wildlife,streams,ponds or other bodies of water, <br /> and recreation. <br />
