Selectman Daniel Busa replied that this article <br /> would provide for sewer connection of 21 of 75 remaining residences. <br /> 8:57 p.m. Nyles Barnert, Pr.4, recommended defeat of Mr. Bumell's <br /> amendment and encouraged the Board of Selectmen to resolve the list of <br /> streets to be sewered. <br /> 8:58 p.m. Frank Sandy,Pr.6,stated that he felt it bad practice to bring <br /> up an amendment of this nature on the evening of voting. <br /> 8:59 p.m. Donald Jenkins, Pr.8, urged defeat of the amendment. <br /> 9:00 p.m. After a voice vote the Moderator declared the substitute <br /> motion not adopted. <br /> 9:00 p.m. Main motion unanimously adopted by voice vote. <br /> 9:00 Karen Dooks, Capital Expenditures Committee, served notice of <br /> reconsideration on Article 9. <br /> ARTICLE 10: SEWER RELATED REHABILITATION PROGRAM (I&I) <br /> 9:01 p.m. Presented by Selectman Daniel Busa I' <br /> MOTION: That the sum of$300,000 be appropriated to remove <br /> infiltration of ground water from the sewer system; and to raise such <br /> amount the Treasurer with the approval of the Selectmen is authorized to <br /> borrow$300,000 under G.L. c.44,§7(1); and to authorize the Selectmen <br /> to apply for,accept,expend and borrow in anticipation of federal and state <br /> aid for such sewer project. <br /> 9:01 p.m. Mr.Busa explained that infiltration totaled 73%of total flow <br /> and that this article would fund phase 3 of a 30 year program. A study <br /> previously conducted indicates that repairs need to target 15% of the sewer <br /> system. Mr. Busa stated Board of Selectmen support for this Article. <br /> 9:05 p.m. William Kennedy, Capital Expenditures Committee, <br /> expressed the Committee's support of this Article and recommended <br /> acceleration of the program. <br /> 9:05 p.m. Paul Lapointe, Appropriation Committee, expressed the <br /> Committee's concern in increases in Massachusetts Water Resources <br /> Authority(MWRA)assessment and encourages acceleration of the program. <br /> The Appropriation Committee unanimously supports this Article. <br /> 9:06 p.m. Sheldon Spector, Pr.6, asked about anticipated 1998 aid. <br /> 9:08 p.m. Sam Silverman, Pr. 5, inquired about authorization for <br /> borrowing and MWRA assessments. <br /> 9:11 p.m. Charles Hornig, Pr.8, asked why the Town should borrow <br /> the funds if Phase I is a 30 year program. Town Manager Richard White <br /> responded that it was best to borrow the funds. <br /> 9:14 p.m. Ephraim Weiss, Pr.5, asked if a study had been conducted <br /> on a 5 yr. plan for implementation. <br />
