307 <br /> Adjourned Town Meeting-April 2, 1997 cont... <br /> 10:17 p.m. Joel Adler,Pr.1,stated his concern that funds in the water and sewer <br /> budget are non-tax deductible payments from citizens. <br /> • 10:18 p.m. Appropriation Committee Chairman Paul Lapointe stated the <br /> Committee's support of Article 4 as amended and expressed <br /> • the Committee's concern with Special Education funding for <br /> FY98, concerns with the Fire Department overtime possibly <br /> be under funded, and the first-time sewer enterprise fund transfer <br /> is being used to balance the budget. The Committee believes the <br /> Town needs a policy on in-lieu-of-tax payments. <br /> 10:20 p.m. Michael Schroeder, Pr.9, questioned the sewer enterprise funds <br /> payment in lieu-of-taxes. Line item 3800 reflects such payment. <br /> Mr. Schroeder referenced M.G.L. Chapter 44 section 53F 1/2 and <br /> availability of revenue budget detail. <br /> Town Manager Richard White explained that the enterprise fund <br /> language requires all communities to follow certain procedures and <br /> generally accepted accounting procedures. Other policy issues exist. <br /> 10:28 p.m. George Burnell, Pr.7, requested of the Moderator a point of • <br /> information, asking if the procedure of payment in lieu of taxes <br /> followed by Lexington is legal. <br /> Town Counsel Norman Cohen stated Lexington's procedure was <br /> legal. <br /> 10:30 p.m. Paul Lapointe, Appropriation Committee, stated availability of <br /> schedule of revenues from the Finance Department. <br /> 10:30 p.m. William Simmons,Pr.6,expressed a need for the community to <br /> look closely at the school budgets(line items 1100 and 1200)before <br /> these line items overtake the budget. <br /> 10:33 p.m. Neal Boyle, Pr.8, commented on the effectiveness assisted hearing <br /> devices available at Town Meeting.
