393 <br /> The Appropriation Committee met Monday evening October 22, 1962 at <br /> 7:30 P. M. in the office of the Town Accountant. <br /> Present: Logan Clarke Jr. Chairman <br /> J. Harper Blaisdell,Vice Chairman John R. Bevan <br /> Robert H. Kingston Maurice F. Shaughnessy <br /> Richard H. Battin Raymond L. White,Sec. <br /> C. Roland Christensen <br /> A general discussion was held on the new High School and the validity <br /> of the tax rate. <br /> In the Capital Expenditures report on page 7 in 1963 and 1964 years <br /> the Capital Expenditures Committee do not recommend any bonding. <br /> Richard Battin and Roland- Christensen recommend bonding all on the <br /> rt school construction. <br /> Donald Noyes, Chairman of the Capital Expenditures Committee said <br /> that their Committee are recommending a down payment on the new <br /> High School. <br /> At $:40 P. M. Donald Noyes, Chairman and three other members of the <br /> Capital Expenditures Committee joined the meeting. <br /> Capital Expenditures Committee raised <br /> The Ztanc II4g-`3Glleel-141,ti1c 24g ape-aaki.Rg $3,600,000 for the orignal <br /> buila'ing and alterations, $300,000 cash payment and bond the balance <br /> of $3,300,000. An alternate plan is to bond $3,450,000 and a cash <br /> payment of $150,000 and a $150,000 outlay each year. <br /> The original Schedule of the Capital Expenditures Committee remains <br /> unchanged. <br /> Donald Noyes, Chairman stated that he had received all budgets in <br /> on the capital expenditures. <br /> Mr. Lincoln P. Cole Jr. , member of the Board of Selectmen, entered <br /> the meeting at $:40 P. M. to speak about the Police Department <br /> Personal Service budget and a request for a transfer from the Reserve <br /> Fund of $400.00 to provide uniforms for the Policewomen. A vote <br /> was taken, four members were against and one member for, so vote <br /> was not carried. However, this Committee will be glad to reconsider <br /> later this year if then their funds are insufficient. The next item <br /> Lincoln Cole spoke on was the request of James J. Carroll, Town Clerk <br /> and Treasurer, for $1,050.00 from the Reserve Fund. Their policy previous to re-valuation <br /> was 2% of the tax rate for capital expenditures. Since re-valuation <br /> it is 1% of the tax rate. Donald Noyes stated that John J. Carroll, <br /> Supt. of Public Works, has one major trunk line in the budget each <br /> year <br /> Robert M. Gary of the Capital Expenditures Committee stated that their <br /> Committee was divided $300,000 raised by tax levy; or $150,000 from <br /> tax levy and 4150,000 from stabilization fund. <br />
