Harper Blaisdell, Chairman Raymond L. White Tem.Sec. Maurice F. Shaughnessy Richard F. Rattin Alfred Viano Frank E. Douglas John R. Bevan Mr. Arthur F. Burrell, Director of Civil Defense and other members of m Civil Defense were invited to this meeting to discuss and talk over their Articles in the Warrant for special Town Meeting of November 6, 1961. CL Messrs. Arthur F. Burrell, Harold F. Roeder and William H. Enders of Civil Defense appeared at this meeting at 6:00 P. M. to go over their Articles. Article 13 Civil Defense - Personal Services was first discussed. They are asking $4,800 for a full time Se^r- tary-Bookkeeper, $6,600. for a full time operations and PrograrriCoordinator, total of 811,400. per annum. Thi oordinator would be on the job all the time. You have . a choice if you accept Federal funds for Civil Defense, then employees of Civil Defense would have to be under Civil Service. Coordinator to inspect and approve Civil Defense shelters. The question was asked, couldn't the inspection come under the present building inspector. Also this coordinator is to establish and maintain an operation ready Control Room and emergency Government Center. Got to have a place set up and ready in a minutes notice. Inter communication system etc. and it will take a lot of planning. Frank Douglas asked Director of Civil Defense how we would handle the Police, Fire and Civil Defense in case of an emergency. Mr. Burrell said the basic problem will then come under the Civil Defense. Civil Defense Director becomes the head of direction in case of an emergency. Shelter is a key policy in a Civil Defense program. Mr. Burrell was asked if he or any member of their Committee appeared before the Board of Selectmen on their Articles 13 , 14, 15 , and 16. Mr. Burrell stated that he appeared before the Board of Selectmen in August 1961 on the four articles and they agreed as to their requests. If we tie in with the Civil Defense system, then they will contribute 50% of the expense. Article 14 Civil Defense alarm system, requesting $40,700. Mrs. Ruth Morey, Chairman of the Board of Selectmen and Frederick Staples, Executive Administrator came in to this meeting to hear what the Civil Defense members had to say on their articles. In regards to the alarm system it was stated that it is the Town's obligation to the inhabitants to warn them in case of emergency or war. This Siren system to give coverage of sixteen square miles. Mr. Burrell stated that the Fiske School has a 100 KW generator, High School 35 KW generator, Fire Station 15 KW generator, East Lexington Fire Station 5 KW generator, Police 35 KW generator, Diamond School 50 KW generator to use in case of an emergency. Also the $40. 700. requested in this article is sufficient to set up the generators at approximately $100 each. 344. • To get Federal approval on the above articles you have got to have approval by the Town previously. On Capital expenditures the Town would get one half back from the Federal Government. Article 15 Survey. Requesting 87, 500. for sixteen sites. Article 16 Emergency Government center. Requesting 813, 500. Right now we need fall out protection to take care of 300 persons for a two week period. Medical 85 ,000, 50‹ would be reimbursable. After the Civil Defense Committee , Chairman of the Board of Selectmen and +7xecutive Administrator left the meeting we proceeded to vote on Articles 13 , 14, 15 , and 16. Article 13 Indefinite postponement. Article 14 $40,700. transferred from F. & D. Article 15 Indefinite postponement. Article 16 Indefinite postponement.
