3 <br /> The following might be suggested as methods of transferring to <br /> satisfy the $242,500: <br /> E. & D. 153, 800. <br /> Road Machinery 18, 700. <br /> Sewer Assessment Fund 25,000. <br /> Water " " 25,000. <br /> Water Available Surplus 10,000. <br /> Overlay Reserve 10,000. <br /> $242,500+ <br /> The result of doing the above will be as follows: <br /> Reduce E. & D. to $250,000. leaving a maximum of 811, 200. to be <br /> transferred at a Special Town Meeting. It will only authorize the <br /> borrowing of $100,000. during 1950, but will put the Town in a bor- <br /> rowing position for Sewer Loan in case a major project came up. It <br /> does not take into consideration the cost of any other jobs such as <br /> Police Station, Barnes property, etc. Everyone should look ahead for <br /> two or three years and see what has actually got to be bonded and in <br /> all fairness to the taxpayers, try and keep the bonded indebtedness <br /> to a minimum this year. Next year this is the prospect for borrow- <br /> ings: <br /> Outside Debt Limit <br /> New High School $1, 750,000. <br /> Inside Debt Limit <br /> If the Wheeler property, Simonds property, Wood Street <br /> development, along with Woodhaven development coming in, the Sewer <br /> problem in the areas mentioned above will, for Trunk-lines alone, <br /> run into approximately $750,000. This includes low level sewer. <br /> In order to do the above projects which most everyone <br /> now believes is necessary it will be necessary to keep the borrow- <br /> ing for 1950 at a minimum. <br /> The following articles were given unfavorable consideration: <br /> April 19 - additional 13, 000. <br /> Reassessment of Town 30,000. <br /> 4 new radios Fire Department <br /> The Capital budgets were discussed with Long Range Plan- <br /> ing Committee from 8:05 until 10:00 P.M. <br /> Meeting adjourned at 11 :05 P.
