Mitchell, Vice <br /> Chairman, Elizabeth M. Flynn, Secretary, J. Blaisdell, <br /> Levi G. Burnell, Howard L. Levingston, H. Bigelow Moore, <br /> Richard M. Perry, Comptroller, Donald B. White <br /> OBSERVER: Mrs. Carol Caro, League of Women Voters <br /> I . MEETING WITH CAPITAL EXPENDITURES COMMITTEE <br /> Messrs. Robert Kingston, Chairman, George Silverman and <br /> Lee Whitman met to discuss various items in the proposed <br /> Capital Expenditures budget. <br /> The "sewer program" and how it has fallen behind was discussed <br /> briefly. Vice Chairman Mitchell suggested that the study should <br /> be updated and that the drains should be included in this study. <br /> GRS Funds and how they may be applied were discussed in a brief <br /> manner. <br /> II . MEETING WITH BI-CENTENNIAL COMMITTEE <br /> Messrs. Kingston Howard, Chairman, Richard Michelson, Warren <br /> Butters, Frederick James were present at this preliminary <br /> meeting merely to explain the difficulties that the Committee <br /> has been confronted with thus far: financial, trying to arrive <br /> at an estimated cost; what would be gross expenses for activities; <br /> what, if any, assistance for outside funding will be available . <br /> Mr. Howard stated that at the present time there is a fourteen <br /> member committee with one youth member working on the plans. <br /> Every established organization has been invited to meet with. <br /> the committee and so far specific commitments have been very <br /> few. These commitments, Mr. Howard said, will help to reduce <br /> the cost to the town. A 'Program of Events' were presented to <br /> the Appropriation Committee with an estimated budget of $100,000. <br /> Chairman Furash and members of the Committee felt very strongly <br /> that this presentation was both vague and very sketchy. It was <br /> suggested that before the Bi-Centennial Committee comes to Town <br /> Meeting, they must be very sure as to what the citizens want <br /> in relation to a celebration. <br /> For example , it was the feeling of the Chairman that the <br /> magnitude of people anticipated would warrant the National Guard, <br /> and should the President be invited, this would be too many people <br /> for the Town to handle. <br />
