The Appropriation Committee held a meeting at 7:30 P.M. , on Monday, <br /> November 1, 1971, in Room 111, Town Office Building, Lexington. <br /> Present were Edward E . Furash, Chairman, Jack L. Mitchell, Vice <br /> Chairman, Arthur T . Bernier, J. Harper Blaisdell, Levi G. Burnell, <br /> Howard L. Levingston, H. Bigelow Moore and Donald B. White and. <br /> Richard M. Perry, Comptroller. <br /> Mrs. Setha G. Olson, of 3 Brigham Road, a representative of the League <br /> of Women Voters, sat in as an observer. <br /> The Chairman announced that the Town Finance Committee Association <br /> Dinner would be held on November 17, 1971 and that any members who <br /> would like to attend should please notify the Comptroller. <br /> The Chairman reviewed the Committee's budget for 1972. Upon motion <br /> duly made and seconded, it was VOTED to submit the same total dollar <br /> budget as 1971, ($3,500.) , with—the—provision that it would be sub- <br /> ject to change if a later decision was made to completely reprint <br /> the articles, as they appear in the Town Warrant. (In 1971 only a <br /> brief description of each article was given) . <br /> Mrs. Joyce Hals , Mrs. Hager and Mrs . Walker presented an "Interim <br /> Recycling Proposed Program" for the Hartwell Avenue Sanitary Land <br /> Fill area. The Chairman thanked them for their efforts, but ad- <br /> vised them that this Committee does not initiate programs, and <br /> that any action on their proposal would have to come from the Board <br /> of Selectmen or the Town Manager. <br /> Vice Chairman Mitchell withdrew from the meeting to attend the — <br /> School Committee meeting on Budgets for 1972. He returned to the <br /> meeting later in the evening to report that the School Committee <br /> anticipates a reduction of about 200, in enrollment, in September, <br /> 1972, but expect to increase staff by 3, possibly in the Learning <br /> Disability Program. The present pupil-teacher ratio is 15.6 and <br /> expect it to be 15.2 . <br /> Mr. Mitchell, also, reported on his attendance at the Cary Library <br /> Trustees meeting regarding the Library addition. There are 3 pro- <br /> posals under consideration, and this lengthy report is to be cir- <br /> culated through the Appropriation Committee members for their in- <br /> formation and guidance. Chairman Furash brought up what appears <br /> to be two unanswered questions ; 1. "Is there a definite and demon- <br /> strated need for expansion, by the Trustees?" and 2. "Have the <br /> Trustees ever taken a position as to the quality of the Shaffer <br /> report?" . <br /> Mr. Robert Scott, a citizen, who has been investigating the School <br /> Department ' s activity in applying for Federal Funds to'ximburse <br /> the Town for its Learning Disability programs in the schools, is to <br /> talk to this Committee on November 15, 1971. <br /> The meeting was adjourned at 10;25 P.M. <br /> Respectfully submitted, <br /> Richard M.
