The Appropriation Committee held a meeting at 7:30 P.M., on Monday, <br /> October Z}., 1971, in the office of the Comptroller, Estabrook Hall, <br /> Lexington. Present were Edward E. Furash, Chairman, Jack L. <br /> Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T. <br /> Bernier, J. Harper Blaisdell, Howard L. Levingston and Donald B. <br /> White. <br /> The Chairman informed the Committee of letters received. A Mr. Jo- <br /> seph Gibson requested that student observers be admitted to our <br /> meetings-since all meetings are open to the public, the Chairman <br /> will advise Mr. Gibson that they will be most welcome when we have <br /> moved to the new Town Office Building. A. second letter from the <br /> Mystic Valley Health Association advised that their budget for 1972 <br /> will be increased and that they would like to have a representative <br /> I-1 from our Committee attend a meeting on October 12. Members Leving- <br /> stun and Blaisdell will attend. <br /> U <br /> Meeting was held at 8:35 P.M. with the Capital Expenditures Commit- <br /> tee. Present were Chairman Kingston and Members Cogan, Daly, Silver- <br /> man and Whitman. <br /> Discussion was held as to C .E. ' s plans for 1972 and also their long- <br /> range plans for possibly the next 5 years . Chairman Furash explained <br /> that Appropriations looks to Capital Expenditures for the basic <br /> philosophy behind the capital structure of the Town. C .F. should be <br /> concerned with establishing a long range plan with fixed amounts in <br /> certain areas . He stated that there is a general mood to rethink <br /> the style of operating. He requested, when possible, a set of ground <br /> rules from C .F. for sewers, land acquisitions, roads, etc . <br /> C . E. Member . Cogan stated that his Committee looked to land acquisi- <br /> tion as the critical project to preserve the character of the Town . <br /> The Capital Expenditures Committee retired from the meeting at 9:45 P .M. <br /> The next meeting night is scheduled for 7:30 P.M., October 18, 1971. <br /> The meeting was adjourned at 10:00 P.M. <br /> Respectfully submitted, <br /> Elizabeth M.
