<br /> The Appropriations Committee held a meeting at 7:30 P .M. , on Tuesday,
<br /> December 29, 1970, in the office of the Comptroller, Estabrook Hall,
<br /> Lexington. Present were Edward F. Furash, Chairman, Jack L. Mitchell,
<br /> Vice Chairman, Elizabeth M. Flynn, Secretary, J. H. Blaisdell, Levi G.
<br /> Burnell, H. Bigelow Moore, Richard " . Perry, Comptroller and Donald B.
<br /> White.
<br /> Meeting was held at 7:30 P.M. with members of the School Committee,
<br /> Robert Farwell, Chairman, and Jack Maguire, and Rudolph Fobert,
<br /> Superintendent of Schools.
<br /> Chairman Furash stated that the Appropriations Committee felt that
<br /> the need for the Junior High School was perhaps, at this time, marginal?
<br /> that they were concerned that approving schools, continuously, was
<br /> establishing a budgeting pattern and committing the Town to a concept
<br /> of building schools that, in a year of austerity, was perhaps not
<br /> rational. He, also, stated that Appropriations would like to spend
<br /> less on the School budget and to see more efficiency in the manner in
<br /> which appropriated money is spent. The deletion of programs , such as
<br /> French in the elementary grades, was discussed as a way in which to
<br /> save funds. Chairman Furash stated that the preliminary School bud-
<br /> get showing an over-all increase of 7.21, without any Personal Service
<br /> figures, was too high.
<br /> Both Chairman Farwell and Superintendent Fobert stated that the need
<br /> for the Junior High School was immediate and that possibly with
<br /> "built-in" increases in the salary scale the over-all increase in their
<br /> budget could go as high as 9°!. Chairman Furash expressed the hope that
<br /> by "sgpezing" money, wherever possible, the budget increase could be
<br /> reduced from the estimated 7 .2'1.
<br /> Meeting was held at 9:50 P.M. with Selectmen Chairman, Robert Cataldo
<br /> and Town Manager Walter O'Connell.
<br /> ARTICLE #4 - Chairman Cataldo explained that $750,000. would be
<br /> needed to complete the sewer project on the Bedford line.
<br /> The breakdown on fund participation is as follows :
<br /> Air Force $ 80,000.-$100,000.
<br /> Water Pollution Comm. 751-807 of balance
<br /> Bedford determined by above
<br /> Lexington 130,000.
<br /> The Article requests the authority to proceed with the project.
<br /> Money will be paid by the above to the Town, as work progresses .
<br /> The possibility of bonding, for three years, Lexington' s share was
<br /> discussed. Chairman Cataldo stated that, perhaps, the Selectmen
<br /> will not request the $130,000. at the January Special Town Meeting.
<br /> ARTICLE #6 - Town Manager O'Connell stated that $4,000. will be
<br /> requested for the months of February and March to cover the
<br /> addition of 2 temporary firefighters or for the equivalent
<br /> over-time for the present force. The possibilities of and
<br /> the problems of implementing the 4.2 hour work week were
