<br /> The Appropriations Committee held a meeting at 7:30 P.M., on Monday,
<br /> November 2, 1970, in the office of the Comptroller, Estabrook Hall,
<br /> Lexington. Present were Edward F. Furash, Chairman, Jack L. Mitchell,
<br /> Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T. Bernier, J. H.
<br /> Blaisdell, Levi G. Burnell, H. Bigelow Moore, Richard M. Perry, Comp-
<br /> troller and Donald B. White, and Howard G. Levingston.
<br /> Chairman Furash stated that letters will be sent to Planning Board and
<br /> to the Library Trustees relative to Appropriation' s recommendation to
<br /> all Boards that there be a "belt tightening" on all expenses in their
<br /> 1971 budgets.
<br /> The Appropriations budget will be about the same as for 1970, but
<br /> Chairman Furash expressed the hope that $100. could be cut somewhere .
<br /> Meeting was held at 8:00 P.M. with the Capital Expenditures Committee .
<br /> L) Present were Carl Blake, Chairman, Van T. Boughton, John Cogan, Robert
<br /> LJ Kingston and Lee Whitman.
<br /> Discussion was held as to Appropriations philosophy of spending for
<br /> 1971. If Town Meeting continues to add $5. to the tax rate, 1971
<br /> could bring a rate of $69 . A 665. could be attained if departments
<br /> "hold the line", find $800,000. is cut from the over-all budgets. To
<br /> reduce the tax rate 51,500,000. will have to be cut. Chairman Furash
<br /> expressed the hope that between $5,000. and $6,000.ce,A be cut from
<br /> the Capital Expenditure' s budget. Th= Capital Expenditure' s Com-
<br /> mittee retired at 9:20 P.M.
<br /> RESERVE FUND transfers were discussed, but it was decided to wait
<br /> on the Visiting Nurse request until a meeting with them could be held.
<br /> The next meeting night is scheduled for Monday, November 16, 1970.
<br /> The meeting was adjourned at 9:40 P.M.

<br /> Present were Robert Farwell, Chairman, Elizabeth Clark, Richard Eaton,
<br /> John Maguire, Vernon Page and Superintendent of Schools R. Fobert .
<br /> Chairman Furash discussed the Appropriations Committee' s philosophy
<br /> — for budgets for 1971. He expressed the need for a moratorium on
<br /> spending in view of the current financial picture and unemployment.
