2022 ATM,2022-1 STM APPROPRIATION COXMTTEE 21 MARCH 2022 <br /> Article 9 Establish and Continue Departmental Revolving Funds <br /> Funds Requested Funding Source Committee Recommendation <br /> See below RF Approve (8-0) <br /> This article seeks to establish FY2023 spending limits for all existing revolving funds, as shown in the table below. <br /> Generally speaking, a revolving fund allows Town Meeting to dedicate in advance a specific source of anticipated <br /> revenue from fees and charges to pay expenses for services associated with those fees and charges without the need <br /> for further appropriation. Town Meeting is required each year to vote a limit on the total amount that may be <br /> expended from each revolving fund in the ensuing fiscal year. Expenditures may not be made, nor liabilities <br /> incurred, in excess of such limit or the balance of the fund except with the approval of the Select Board and this <br /> Committee. More detailed information regarding the nature and purpose of revolving funds can be found in <br /> Appendix C of this report. <br /> The spending limit proposed for each of the Town's existing funds, as set forth in the table below, is based on a <br /> reasonable estimate of the fees and charges likely to be received, as well as of the expenditures likely to be <br /> required. A summary of the historical receipts, expenditures, and balances for each fund during FY2021 and the <br /> first half of FY2022 can be found in Appendix C of the Brown Book.
