1_ 50 <br /> Meeting of the Appropriation Committee, October 2, 1967, 7:30 p.m. <br /> Present: Robert Gary, Acting Chairman; J. Blaisdell; E. Furash; <br /> G. Kolovson; R. Perry, Comptroller; L. Zehner; U. Souza <br /> Reserve Fund Requests <br /> Interest on Debt, 31,500 requested for tax anticipation note interest. <br /> Voted to transfer 31,500 from Reserve Fund. <br /> Principal, $3,000 requested. Borrowing of $328,000 was authorized <br /> for the Town Barn; when notes were issued, Town was asked to pay $3,000 <br /> cash and issue notes for $325,000, a more convenient figure to divide <br /> into equal payments. Voted to transfer $3,000 from Reserve Fund. <br /> Veterans Benefits — Aid & Expenses, $11,000 requested. This is needed <br /> in addition to the original budget appropriated of $20,000 plus the <br /> $6,000 transferred from Reserve Fund at a previous meeting. <br /> Present balance in that account is $4,063.14. Although it seems likely <br /> that this amount will be needed, no information explaining the <br /> necessity for this amount was included with the request. <br /> Voted to table the request and ask for a breakdown of anticipated expenses. <br /> Health Department, Expenses (Hospital Account) — $3,100 requested. <br /> 3750 was budgeted for Hospital Account; expenses in this category have <br /> exceeded this amount already and an aUlitional $1,260 will be needed <br /> by the end of the year. Present balance in the whole expense account <br /> is 33,040.86. Dick Perry will request a breakdown of all anticipated <br /> expenses before the next meeting. <br /> Voted to table the request pending receipt of this information. <br /> Anticipated Requests from Reserve Fund <br /> Group Insurance account will probably need an additional $10,000. <br /> Reserve Fund Balance — $43,270 before this meeting <br /> —4,500 voted tonight <br /> 38,770 <br /> —24,100 anticipated for veterans, health, & insurance <br /> 14,670 balance <br /> Dick Perry was requested to alert the Selectmen that this account is very <br /> low for this time of year. <br /> E & D — Dick Perry informed the committee that he will transfer 3500 <br /> out of ESL D to reestablish Article 15 of 1963 which was closed out <br /> in error Dec. 31, 1965. This was an Article for landtakings. A request <br /> has now been received from Mr. Legro to pay 3500 out of that Article <br /> for a case that has been pending since that time. <br /> Responsibility of Committee Members — Frank Parrish has assigned a <br /> department or group of departments to each committee member so that <br /> one committee member can review each budget with a department head <br /> prior to his meeting with the Appropriation Committee. Detailed <br /> reports of 1966 and 1967 expenditures to date were prepared by Dick <br /> Perry for submission to the departments to assist in preparing 1968 <br /> budgets. Copies were given to the committee members responsible. <br /> Police Radio — When appropriation was requested, Mr. Burrell thought <br /> federal aid would be obtainable. Changes made in C.D. program by <br /> Washington have now made such aid unobtainable. <br /> Salary Study Committee — George Kolovson will represent this Committee. <br /> Respectfully submitted, <br /> Ruth F.
