Meeting of the Appropriation Committee, May 29, 1967, 7:30 p.m. <br /> Present: R. Gary, Acting Chairman; M. Bretscher, E. Furash; <br /> R. Perry, Comptroller; L. Zehner; R. Souza; <br /> F. Parrish, Chairman (from 8:15 p.m. ) <br /> June 12 Town Meeting Articles discussed <br /> Art. 2 Buckman Tavern repairs <br /> If motion can still be so worded that Town can reimburse <br /> Historical Society, it would be more economical. If not, will <br /> Selectmen wish to employ consultant now used by the Society to <br /> supervise the work? <br /> Amount to be requested not yet known. Bids which Hist. <br /> Society received ranged from $22,000 to $25,000 for work, excluding <br /> supervision. <br /> Art. 3 Civil Defense — $3,500 to be requested? <br /> Of the $5,000 appropriated, $3,125 has been spent. Balance <br /> is now $1,875. <br /> Suggest appropriating $2,100 additional. This should be <br /> enough to run the warning system, leaving 81,875 for other expenses. <br /> Art. 4 Conservation <br /> Their estimate indicates need for 225 hours secretarial <br /> service per year. For last seven months, their need should be <br /> about 115 hours. At 02 per hour, cost would be $230. <br /> Suggest appropriating $300 additional <br /> Art. 5 Cemetery Department — Recommend against. <br /> Art. 6 Refuse Disposal — $3,000 requested. Discuss with Selectmen <br /> Dump has 25 years before it is expected to be filled. <br /> Selectmen's Meeting: Present — A. Kenney, L. Cole, L. Burnell, R. <br /> Cataldo. <br /> Art. 2 Buckman Tavern <br /> Mr. Legro stated that courts have ruled against any circum— <br /> vention of Town bidding laws which include the payment of "prevailing <br /> rates". Therefore it would not be feasible for Town to reimburse <br /> Society. To allow for contract plus supervision (estimated at 5%) <br /> both Boards will recommend appropriation of $25,000. Selectmen <br /> suggest that Society pay any excess. <br /> Art. 3 Civil Defense — Selectmen undecided how much to request. <br /> Burrell would like whole budget restored, $4785. <br /> Training officer has been paid through May because of planned <br /> exercises; this expense has been stopped as of June 1. <br /> Art. 6 Regional Refuse Disposal. Mr. Cataldo suggests that this <br /> voluntary planning group may be a safeguard against being forced <br /> to join a regional planning group proposed by the legislature in <br /> which the Town would have a less effective voice. <br /> Art. 7 Permanent Building Committee — Appropriation Ctee. has voted <br /> to recommend $300. <br /> Art. 8 Traffic Study — Bedford St. and Hartwell Ave. <br /> $10,000 will be given by a firm through the Air Forde. <br /> $16,000 requested by Selectmen. Estimate is $17,000 — $26,000. <br />
