Meeting of the Appropriation Committee, May 29, 1967, 7:30 p.m. Present: R. Gary, Acting Chairman; M. Bretscher, E. Furash; R. Perry, Comptroller; L. Zehner; R. Souza; F. Parrish, Chairman (from 8:15 p.m. ) June 12 Town Meeting Articles discussed Art. 2 Buckman Tavern repairs If motion can still be so worded that Town can reimburse Historical Society, it would be more economical. If not, will Selectmen wish to employ consultant now used by the Society to supervise the work? Amount to be requested not yet known. Bids which Hist. Society received ranged from $22,000 to $25,000 for work, excluding supervision. Art. 3 Civil Defense — $3,500 to be requested? Of the $5,000 appropriated, $3,125 has been spent. Balance is now $1,875. Suggest appropriating $2,100 additional. This should be enough to run the warning system, leaving 81,875 for other expenses. Art. 4 Conservation Their estimate indicates need for 225 hours secretarial service per year. For last seven months, their need should be about 115 hours. At 02 per hour, cost would be $230. Suggest appropriating $300 additional Art. 5 Cemetery Department — Recommend against. Art. 6 Refuse Disposal — $3,000 requested. Discuss with Selectmen Dump has 25 years before it is expected to be filled. Selectmen's Meeting: Present — A. Kenney, L. Cole, L. Burnell, R. Cataldo. Art. 2 Buckman Tavern Mr. Legro stated that courts have ruled against any circum— vention of Town bidding laws which include the payment of "prevailing rates". Therefore it would not be feasible for Town to reimburse Society. To allow for contract plus supervision (estimated at 5%) both Boards will recommend appropriation of $25,000. Selectmen suggest that Society pay any excess. Art. 3 Civil Defense — Selectmen undecided how much to request. Burrell would like whole budget restored, $4785. Training officer has been paid through May because of planned exercises; this expense has been stopped as of June 1. Art. 6 Regional Refuse Disposal. Mr. Cataldo suggests that this voluntary planning group may be a safeguard against being forced to join a regional planning group proposed by the legislature in which the Town would have a less effective voice. Art. 7 Permanent Building Committee — Appropriation Ctee. has voted to recommend $300. Art. 8 Traffic Study — Bedford St. and Hartwell Ave. $10,000 will be given by a firm through the Air Forde. $16,000 requested by Selectmen. Estimate is $17,000 — $26,000.
