19 <br /> Meeting of the Appropriation Committee, Monday, April 17, 1967 <br /> Present: Frank Parrish, Chairman; R. Gary; D. Grant; G. Kolovson; <br /> R. Perry, Comptroller; R. Souza <br /> Committee Membership <br /> Don Noyes has resigned from the committee. <br /> Three members whose terms end now, John Blaisdell, Don Grant, and <br /> Bob Gary, have been reappointed and have agreed tocontinue to serve. <br /> Two vacancies remain to be filled (Noyes and Kenney). <br /> Frank Parrish reports that the appointing committee has met and <br /> decided to appoint Milton Bretscher and Edward Furash, out it is not <br /> known whether they have accepted« <br /> s-I Reserve Fund Requests <br /> $1,000 requested for Highway Maintenance account. A vehicle was <br /> 1-1 involved in an accident in 1965 in which there was personal injury <br /> and property damage. The court has just awarded a total of $1,000 <br /> for two personal injury claims and $569 for property damage. Since <br /> the accident occurred when the Town had no insurance for property <br /> damage and $1,000 deductible for personal injury, this must be paid <br /> by the Town. Highway maintenance account has $500 budgeted for <br /> miscellaneous; an additional $1,000 is needed. <br /> $445.30 requested for Police Dept. expenses. Repairs to a car <br /> involved in an accident March 20, 1967 total $445.30. <br /> Both requests were tabled until later in the year when they will <br /> be reconsidered if the balances in these accounts warrant it. <br /> Mr. Perry will write John Carroll and Chief Corr thanking them for <br /> notifying us that these amounts may be needed from the Reserve Fund <br /> and telling them that we do not wish to teansfer money from the <br /> Reserve Fund into such large accounts until it is obvious that the <br /> balance is considerably lower. <br /> Salary Advisory Committee discussed. Committee discussed advisability <br /> of recommending to the Selectmen that a Personnel Board be established. <br /> The aim would be to have an impartial continuing committee with some <br /> authority. Further information seems to be needed before making such <br /> a recommendation. Don Grant will look into the laws regarding <br /> Personnel Boards. <br /> Next Meeting - April 24. Civil Defense budget to be discussed with <br /> Selectmen who may be requesting $3500 at June meeting. Conservation <br /> Commission budget may be discussed with Jules Sussman. <br /> Selectmen's meeting <br /> Sewer Bonding discussed. All sewer Articles are partly bonded. <br /> John Carroll thinks he may need more money than is available from <br /> the non-bonded money for laterals before July 1. One bond issue <br /> seems preferable to several smaller bond issues. If we bond before <br /> July 1, interest will be payable in 1967; this has not been <br /> provided for in the Interest account under Article 4. <br /> Salary Advisory Committee - question of a stronger committee raised. <br /> Mr. Cole reported that he has designated Don Noyes as his representative <br /> to this committee. <br /> Respectfully submitted, <br /> Ruth F.
