9 <br /> 2. <br /> Meeting of the Appropriation Committee <br /> March 13, 1967 <br /> Planning Board Chairman, Roland Greeley met with Approp. Ctee. <br /> Personal Services budget: Board is worried about losing Zaleski, <br /> Planning Director. They have revised job description, wish to <br /> change his grade from S 25 IV to a 26 C (increase from $+11,080 to <br /> $12,487), instead of merely raising him within his present grade <br /> as proposed by Salary Committee from S 25 IV to S 25 D 011,080 to <br /> $12,190) Money is minor but status is very important. They may <br /> take this to Town Meeting to decide. <br /> Lloyd Land and Whipple Hill land . Planning Board wants Town to <br /> 1f� buy both. If they had to choose, would take Whipple Hill first <br /> ,.� because they think it safer to wait on Lloyd land. Whipple Hill <br /> is owned by developer who wants to develop it as soon as he gets <br /> access through Winchester. <br /> Lloyd land is wanted for active recreation. Children's play area <br /> of 3 to 5 Acres would be enough, but since the land has only one <br /> narrow access it is not practical to get only 5 Acres without <br /> paying as much, or almost as much, for that amount as for the whole <br /> 14 Acres. They would probably not be opposed to using the back <br /> portion as conservation land. <br /> Appropriation Committee voted: <br /> to recommend Zaleski's salary as previously budgeted, <br /> to recommend purchase of Whipple Hill, <br /> to postpone Lloyd land purchase, <br /> to recommend acct. #2470 as voted before (Rec. Ctee. requests <br /> an increase in that budget for basketball program in preference to <br /> Article for grandstands) <br /> to add $225 to acct. #4400 (C.D. out—of—state travel) because <br /> Mr. Burrell will need money for meeting before next fall when he <br /> becomes chairman and has meeting money made available by the association. <br /> Art. 73: Permanent Building Ctee. Propose that three people appoint <br /> this committee rather than just the Ooderator; suggest these be <br /> the Chairmen of Selectmen and School Committee plus the Moderator. <br /> Selectmen, when asked their opinion, agreed; they will offer amendment. <br /> By—Law forbidding members of finance committees to serve on other <br /> Town committees preparing expenditures was discussed. <br /> Selectmen's Meeting <br /> Selectmen have decided to recommend against bonding for Art. 14, <br /> sewer laterals; they do recommend bonding for Arts. 16 and 17 <br /> Art. 14 — Selectmen will propose $325,000 (about $50,000 more than we have) <br /> Art. 71 — Selectmen will propose indefinite postponement $5,000 for <br /> loaming and seeding Baskin playground <br /> Streets — Selectmen will recommend all streets except Art. 23,(which <br /> is included by mistake).
