310. <br /> APPROPRIATION COMMITTEE <br /> DATE: November 21, 1977 <br /> TIME: 7:30 P.M. —' <br /> PLACE: Town Office Bldg. Room 111 <br /> PRESENT: Donald B. White , Chairman, George Silverman, Vice Chairman, <br /> Richard M. Perry, Secretary, Edward E. Furash, John Blaisdell <br /> John Campbell, Martin Gilman <br /> I . APPROPRIATION COMMITTEE REPORT <br /> Upon motions duly made and seconded, the <br /> Appropriation Committee budget report, <br /> prepared by Richard M. Perry, Secretary <br /> Ex-officio, was approved by the Committee. <br /> SO VOTED <br /> II . BOARD OF SELECTMEN MEETING <br /> At 8: 00 P.M. the Appropriation Committee joined by the Board of <br /> Selectmen, Capital Expenditures Committee, Recreation, Conservation <br /> and Department of Public Works met to discuss the following budget <br /> requests: <br /> 1. Recreation <br /> a. Town Pool Complex - $40,000-50,000 for specific designs. <br /> b. Bike Paths - State funding is available through the <br /> Department of Transportation according to Committee <br /> member Alice Hinkle . The purpose here is to encourage <br /> use of bicycles vs automobiles. Request: $85,000 - <br /> if town funds one-quarter ($21,000) , three-quarters will <br /> be state funded. There is so far only a verbal commitment <br /> re this , however, a written commitment is hoped for prior <br /> to Town Meeting. Town Manager Hutchinson expressed his <br /> opposition to verbal commitments. Edward Furash stated <br /> that just because the state might fund such a program the <br /> Town does not have to support it. Chairman White re- <br /> quested from the Recreation Committee the following: costs <br /> for land acquisition and maintenance costs. <br /> c. Tennis Court Lights - Request: $15,000 - construction of <br /> courts at Diamond has been deferred. There would be $3,000 <br /> from Article 42 of 1974 Town Meeting to reduce cost to <br /> $12,000. <br /> d. Upgrading of Fields and Playgrounds - the recreation committee <br /> hopes that the Town Meeting will vote $10, 000 for the above <br /> under Article IV. <br /> e. User Fees - last year - $20,000 -- this year - $35,000. <br />
