308 <br /> APPROPRIATION COMMITTEE <br /> DATE: November 14, 1977 <br /> TIME : 7:30 P.M. <br /> PLACE: Town Office Bldg. Room 111 <br /> PRESENT: Donald B. White , Chairman, George Silverman, Vice Chairman, <br /> Richard M. Perry, Secretary, John Blaisdell, William Dailey, <br /> Martin Gilman, John Campbell, Peter Hall <br /> Minutes of November 7, 1977 meeting were approved and placed on file . <br /> I. TOWN REPORT <br /> Chairman White read the Appropriation Committee Report for the <br /> Annual Town Report. The report was approved by committee members. <br /> (on file) <br /> II . BOARD OF SELECTMEN - Re : CAPITAL IMPROVEMENT PROGRAM <br /> The Appropriation Committee joined the Board of Selectmen and Capital <br /> Expenditures Committee at 8:00 P.M. to discuss the above subject. <br /> The following points were covered : <br /> a. The Town Manager reported that there is 2 million <br /> dollars worth of sewering yet to be done in town. <br /> b. It is the Town Manager's recommendation to increase <br /> the Reserve Fund from $150,000 to $200,000. <br /> c. Capital Improvement Program - Five Year Plan was <br /> reviewed by the Town Manager. Mr. Hutchinson <br /> briefly discussed his FY '79 recommendations. (on file) <br /> d. Fire Chief Bergeron spoke regarding the refurbishing of <br /> one of the better engines. Total cost: $20,000. At the <br /> present time two companies are being looked into to do <br /> this work. If the engine were to break down after this <br /> work is done on the body the cost would be another $10-12,000. <br /> However, the Chief feels it is worth taking this chance. <br /> Chief Bergeron also stated that the town might be faced <br /> with replacing the aerial ladder in another 4-5 years. <br /> Modernizing desk controls was discussed very briefly. <br /> This would enable handicapped people to operate them. <br /> e . Mrs. Miley questioned the advisability of continuing the <br /> "mini bus shuttle". <br /> f. John Blaisdell strongly stated following the meeting with <br /> the Board that we must get a handle on the situation or <br /> it is going to get out of hand. I feel we should have a <br /> written report from the Fire Chief and others as well, to <br /> see exactly what they have in mind. Mr. Blaisdell also <br /> stated he would like to see some thought go into the <br /> establishment of a "stablization fund" . <br />
