3 026 <br /> APPROPRIATION COMMITTEE <br /> DATE: November 7, 1977 <br /> TIME: 7:30 P.M. <br /> PLACE: Town Office Building - Room 111 <br /> PRESENT: Donald White, Chairman, John Blaisdell, Martin Gilman, <br /> Mitzi Kutchin, William Dailey, John Campbell, Peter Hall, <br /> George Silverman, Richard Perry, Secretary <br /> OBSERVER : Mrs. Nancy Marsden —League of Women Voters <br /> I . APPROPRIATION COMMITTEE REPORT <br /> A memorandum from the Board of Selectmen re joint Warrant and <br /> timetable of printing was discussed. Chairman White asked <br /> members of the Committee to start thinking about the written <br /> portion of the Appropriation Committee 's Report. <br /> II . CAPITAL BUDGET <br /> a. Copies of Capital Improvement Budget were distributed to <br /> Committee members for review. <br /> b. George Silverman questioned the necessity for a 5 year <br /> sewer program vs finishing sewering next year as was <br /> indicated two years ago. <br /> III . APPROPRIATION COMMITTEE VICE CHAIRMAN <br /> John Campbell nominated George Silverman as Vice Chairman <br /> of the Committee . <br /> Upon motions duly made and seconded, <br /> it was VOTED to elect George Silverman <br /> Vice Chairman of the Appropriation <br /> Committee. <br /> SO VOTED <br /> IV. TMMA <br /> Present: Elizabeth Clarke , George McCormack, J. Bussgang <br /> a. September 12, 1977 letter from TMMA was read to the Committee . <br /> b. Article 4 - Capital items should be noted after each group <br /> i.e . , Account #3800 - Police Expense included is purchase <br /> of seven (7) police vehicles, 6 marked 1 unmarked. <br /> c. Appointment of two ( 2) sub-committees within TMMA: <br /> Town Government Committee - J. Bussgang <br /> DPW Committee - G. McCormack <br /> d. Discussed rental of equipment, repairs of equipment and <br /> contracts of DPW. <br />
