304 <br /> IV. VICE CHAIRMAN <br /> It was tentatively decided to appoint a "Temporary Vice <br /> Chairman" whenever necessary. <br /> V. SANITARY LANDFILL <br /> Mr. McSweeney, Director, DPW, joined the meeting and the <br /> following points were discussed : <br /> a. request: $25,000 Reserve Fund Transfer to cover <br /> Engineering Services for the Sanitary Landfill -- <br /> "A Closure Plan" . <br /> b. Closing plan is to be provided by January 1, 1978. <br /> c. Present cost of operation of Sanitary Landfill - <br /> $110,000 per year. <br /> d. Present plan has stated that there is Leachate <br /> (foreign matter in water) . Burlington residents <br /> raising complaints re this. However, this plan is <br /> not a "closing plan" and holds no weight if issue <br /> is brought to court. <br /> e. Additional $8,721.20 requested for "continuancy of <br /> water quality monitoring" . <br /> f. Town Manager Hutchinson and Town Counsel Cohen joined <br /> the meeting to further state the importance of the <br /> "Closure Plan" and answer legal questions connected <br /> with the whole issue . <br /> go Mr. Furash stated he strongly felt that Town Counsel <br /> should meet with the writers of this report to be <br /> sure that the information is good evidence to go into <br /> court with and that the report, be submitted in draft <br /> form to be reviewed by Mr. Cohen before it is put in <br /> final form. Town Counsel assured the Appropriation <br /> Committee that these two conditions would be met. <br /> h. A motion was made by Mr. Furash and seconded by <br /> Mr. Silverman to approve the $25,000 Reserve Fund <br /> Transfer: <br /> Upon motions duly made and seconded, <br /> it was voted to transfer the amount <br /> of $25,000 from the Reserve Fund to <br /> Article 33 of the 1977 Town Meeting. <br /> SO VOTED <br /> VI . SPECIAL TOWN MEETING <br /> There are 25 Articles. A copy of the Articles was given <br /> to Chairman White for review. <br /> VII . BUDGET <br /> Town Manager Hutchinson stated he will meet the December 1, <br /> 1977 deadline for operating budget. <br />
