Hutchinson, Jr. SUBJECT: Article 5 <br /> Attached you will find a brief outline of negotiated settlements concluded with <br /> the Public Works and Police unions. In capsule form they call for: <br /> . 1 . Public Works - $550/man increase- one year agreement - longevity <br /> plan that applies to firemen - modest vacation change - <br /> installation of a management rights clause and some <br /> language changes concerning grievance procedure. <br /> • <br /> 2. Police - Two year agreement - new maximum for patrolmen of <br /> $14,700 after five years of experience with satisfactory <br /> performance - $15,000 for the patrolman with exceptional <br /> performance - second year of the agreement calls for <br /> uniform $750 increase per man. That creates a new <br /> maximum in the second year of $15,450 and $15,750. <br /> Police would also receive longevity plan currently <br /> enjoyed by the Fire Department and a modest change in <br /> vacation benefits, and a gradual increase in the <br /> educational incentive plan. . My attached memos to the <br /> Board of Selectmen review in detail the changes. <br /> 3. Salaried - As you know, we are reviewing all salaried personnel <br /> Personnel with an anticipated re-evaluation of all employees by <br /> June 1 . The average employee would be receiving a 4% <br /> to 5% increase consistent with our past discussions on <br /> this matter. <br /> We would ask that $240,000 be appropriated for Article 5 to fund the above reference, <br /> contracts and wage adjustments. We have a little cushion to allow for underestimati <br /> overtime, shift differential , E.C.I . , etc. This number also includes $7,000 for <br /> Non-Contributory Pension purposes. The intent would be to have this motion adopted <br /> with a later motion for reconsideration should the firefighters settle before the e <br /> of Town Meeting. <br /> We have not been able to reach agreement with the firefighters union as issues are <br /> primarily geared around wages, longevity, minimum manning and other issues. Hopeful-I. <br /> we might be able to settle before the end of Town Meeting, but I consider it highly <br /> unlikely. <br /> I hope the Appropriation Committee will recommend this appropriation to the Town <br /> Meeti ng. <br />
