Mr. Blaisdell feels the _ . <br /> answer is "no" as he is of the opinion there is a "good hand" <br /> on things. <br /> 8 . Chairman Furash stated he felt that complete control was in the <br /> hands of the Town Manager. However, I feel that the present <br /> system in which the orderer and receiver being the same person <br /> is bad business practice. Some audit on the receipt of goods is <br /> necessary the Chairman stated. <br /> 9. Jeff Shaw is coordinator on small items. Mr. Blaisdell stated he <br /> would like to see some breakdown in this area. <br /> 10. The following questions were put before Mr. Blaisdell to check out <br /> with Town Manager O'Connell: <br /> a. What procedure is being followed to make an independent check <br /> of prices? <br /> b. Is what is ordered really being delivered? <br /> c. What check is being made periodically on an official basis <br /> to see if the bid list is updated? <br /> The Committee agreed to see that the above questions be answered. <br /> 11. Donald White has been asked to screen the School Committee on the <br /> purchasing procedures. <br /> IV. CAPITAL BUDGET <br /> 1. Formal reduction for the first time. <br /> 2. What is going to happen to the Cherry Sheet? <br /> 3 . Do we have any feeling on the reduction of the Capital Budget? <br /> 4. Stop new programs. <br /> 5.
