APPROPRIATION COMMITTEE MEETING
TUESDAY,DECEMBER 12, 1995
COMPTROLLER'S OFFICE, 7:30 PM
Present: P Lapointe, J Pagett, M Miley, M Hastings, J Ryan
Absent: R Borghesani, M Mairson, L Peck, R Colwell, R Leone
* P Lapointe opened the meeting and welcoming Marita Hartshorn who had been invited
to address the AC regarding the Minuteman Regional Vocational High School
* P Lapointe stated that since there was not a sufficient number of AC members in
attendance there could be no votes taken but wished to have M Hartshorn make her
presentation in deference to having to attend another meeting.
* M Hartshorn gave the AC a brief history of the study group that had attempted to look
into the policies in place offering post graduate courses at the MMRVHS. A brief history
was outlined giving the AC a sense as to how the MMRVHS was initially formed and how
it has subsequently evolved.
Marita distributed information gathered by the committee and discussed the contents with
the AC. She expressed a frustration over obtaining information from the school itself and
our representative to the school.
* P Lapointe suggested after a lengthy discussion that perhaps he and M Hastings
attempt to meet with the Superintendent and the CFO for the school in order to become
more educated as to the process of assessing member communities as well as policies as
they relate to post graduate work.
* Marita indicated that the study committee had recommended that post graduate enrollers
pay $ 1,000 towards the tuition cost per year or $ 500 for one half year. The proposal
never seemed to go anywhere. The post graduate cost assessed to the member
communities is $ 13,000 plus it is believed that the MMRVHS receives an additional
$ 7,000 from the Commonwealth in state aid for each post graduate enrolled.
* The AC agreed that perhaps the Fin Comms in each community get together and address
some of the concerns raised by the study group. Arlington conducted a similar study a
year before Lexington and P Lapointe will attempt to contact A Tossti in Arlington.
* Marita left her file on the study with J Ryan and it is available for inspection.
* AC members thanked Marita for her and the committee's efforts.
* C Mahoney , Cary Library Director will attend the next meeting on January 11, 1996.
• M Miley has submitted a draft of the report for Town Report to P Lapointe and they will
get together to edit and finalize the report.
M Miley submitted a copy of the Comparative Staffing Survey prepared by the Town
Manager's Office. J Pagett has a copy and another copy is on file with J Ryan if any
committee member wishes to review the document.
* P Lapointe briefly discussed the Long Range Planning issue. There are three factors
driving the scenario; school enrollment, capital investment renewal and the growing
