Ballard then offered an alternative motion for <br /> discussion under Article 4 as follows ; <br /> " Voted that the Board of Selectmen be and they hereby are <br /> authorized to sell the present Town Hall property or any part <br /> thereof , on such ter asT449yoog idli.i for ikft i� <br /> their dis on R re n or on t on of inn or an <br /> ease for such temporary occupancy , and that the <br /> Board of Selectmen or a majority of them be and they hereby are <br /> authorized to execute and deliver and the Treasurer to counter - <br /> sign in the name of and on behalf of the town a deed to the • <br /> purchaser thereof . " <br /> Robert P . Clapp then offered Mr . 9allard ' s motion as a <br /> substitute motion . <br /> Daniel J . O ' Connell stated that he did not feel that the <br /> bid referred to in Mr . Custance ' s motion was the h' ghest bid <br /> that could be received for the property and was very much opposed <br /> to passing the vote accepting Mr . Kraetzer ' s bid . He was assured <br /> that a larger bid could be obtained but that the form of proposal <br /> set forth was such that bids could not be obtained . <br /> Remarks were also made by Charles S . Cutter , ':fesley T . Wadman , <br /> and Arthur N . Maddison in regard to the motion . <br /> Mr . Custance then called attention to the fact that action <br /> . should be taken upon Article 3 first . <br /> The motion as offerad under Article 3 by Mr . Custance was then <br /> read by the Moderator , and was passed by a rising vote of 203 in <br /> the affirmative and 11 in the negative . <br /> The vote reads as follows ; <br /> " Voted that there be raised and appropriated the sum of <br /> $ 106 , 500 for the purpose of constructing and originally equipping <br /> and furnishing a new town office building and to meet said appro - <br /> priation there be transferred from General Revenue and Surplus • <br /> Account , the sum of $500 , $ 11 , 000 be transferred from the proceedslof of <br /> ?e <br /> Rindge property and that the treasurer with the approval of the <br /> Selectmen be authorized to borrow the sum of . $ 95 , 000 and to issue <br /> bonds or notes of the town therefor , said bonds or notes to be <br /> payable in accordance with the provision of Section 19 , Chapter 44 <br /> of the General Laws , so that the whole loan shall be paid in not <br /> more than twenty years or at such earlier dates as the treasurer <br /> and selectmen may determine . It is also voted that a SpEecial <br /> Building Committee , consisting of Theodore A . Custance , Albert H . <br /> Burnham , James G . Robertson , William H . " <br /> The Appropriation Committee approved of the appropriation . <br /> Article 4 was then taken up again and .k' rederick L . Emery offered <br /> as an amendment to Mr . Clapp ' s substitute motion as follows : " <br /> that the present Town Hall property be sold to the highest bidder <br /> and that in any event , any sale of the property shall be conditioned <br /> upon the demolition of the present building within two years from <br /> the transfer of title by the town . " <br /> • <br /> Mr . Emery ' s amendment was lost by vote of the meeting and <br /> Mr . Clapp ' s original motion was passed unanimously . <br />
