FORMAL HEARING Chair Eccles opened the formal hearing for 1776 Massachusetts Ave, exterior changes in the Battle Green Historic District Documents Full plan of proposed alteration: dated August 17, 2021 The applicant was absence of the meeting. The Board proceeded the application without the presence of applicant. The Board set this application aside and stated they needed to get more accurate measurements of what's there and what's proposed from applicant. No public Comments. Chair Eccles opened the formal hearing for 13 Depot Square, exterior changes in the Battle Green Historic District Documents Full plan of proposed alteration: dated November 04, 2021 Photographs of entire face of building elevation visible fi^om the public way: dated November 04, 2021 List of Material: dated September 20, 2020 113 Paul O'Shaughnessy recused himself for this application because he is the board member of Lexington Historical Society. The applicants explained the proposed changes of lighting strip on the front of the Lexington Historical Society Building. Mark Connor was assigned as liaison with this application to see if strip lighting is appropriate. The Board was agreed with put this application aside until Mark Connor's on-site visit. No comments from public. Chair Eccles opened the formal hearing for 22 Hancock Street, exterior changes in the Hancock Clark Historic District Documents Full plan set of proposed alteration: dated October 06, 2021 Plot Plan: dated September 09, 2021 Photographs of entire face of each building elevation visible fi^om the public way: dated November 03, 2021 List of Material: dated November 03, 2021 Work Scope Narrative: dated November 03, 2021 Catalogue cut sheets: dated November 03, 2021 Owner Authorization Letter: dated November 03, 2021 The builder explained proposed changes of dry stack stone perimeter wall, and stated the height and width could be adjusted. Ms. Lund,resident of 20 Hancock Street, complained she noticed we are losing some look of the historic district in Lexington. That long stonewall will show a great divide barrier and will be a very clear visible exterior changes of historic district in Lexington. The Board felt those proposed plans were inappropriate. They requested drawing redesign. This application will come back on next meeting. CONTINUED HEARINGS Chair Eccles opened the formal hearing for 443 Massachusetts Avenue, exterior changes in the East Village Historic District Updated Documents Architectural Drawings: dated November 23, 2021 Site Plan existing and proposed: dated November 19, 2021 Rendering: dated November 23, 2021 Materials Board: dated November 23, 2021 Exterior materials and images: dated November 23, 2021 Landscape Details:November 19, 2021 Exterior front colored: dated November 24, 2021 The architect explained the updated proposed changes of demolishing existing non-conforming 3 family house and build new conforming 2 family house. 2/3 The new homeowner of this property stated he wanted to make this house as nice as possible. Robert Adams was assigned as liaison with this application working with Architect Amy Nastasi to clarify details if any of necessary. The Board would like to see a 3D diagram of this demolition and stated they would not approve anything in terms of a demolition without knowing exactly proposed replacements. No comments from public. INFORMAL HEARINGS Chair Eccles opened the informal hearing for LexSeeHer Sculpture Rehearsal, exterior changes in the Battle Green Historic District Documents Final Monument Presentation: dated December 02, 2021 Edward Adelman was assigned to be the liaison on this application and had been working on it. The applicants made a presentation and explained proposed changes of the monument as a gate of LexSeeHer Sculpture Rehearsal. The Board was pleased with the materials, the presentation, and the design except the monument site, connection to the ground, and standpoint landscape. Chair Eccles opened the informal hearing for Paint Murals on the utility boxes in Lexington, exterior changes in the Historic Districts The applicant was absence of the meeting, and this application will be continued on January 6th, 2022. The Board discussed the proposed exterior changes of utility boxes. The applicant will come back to show site plan,real examples, and photos on next meeting. DISCUSSION ITEMS Open Meeting Law Complaint The Board responded Open Meeting Law Complaint submitted by Ms.Ingrid Klimoff of 18 Bacon Street dated November 18th, 2021, and explained there was an unplanned delay in the preparation and review of minutes in the summer and early fall of 2021 because town administrator was resigned at the end of June, 2021 and the staff member assigned to assist the HDC with this task was forced to take a leave due to a family emergency. The Board will return to its practice of regular review and posting of minutes. Ms.Ingrid Klimoff appreciated the explanation from the Board. ACTION ITEMS Consideration and vote on Meeting Minutes on June 3,2021,July 1,2021,July 15,2021,July 28,2021,August 5,2021,September 9,2021,September 14,2021,September 23,2021,October 7,2021,October 27,2021, and November 4,2021: Motion carried, all in favor. Consideration and vote on new HDC chair Paul O'Shaughnessy: Motion carried and all in favor. 313
