8 | 2015 Annual Report <br />an agreement with the Public Employee Committee for <br />a successor agreement to remain in the Group Insurance <br />Commission (GIC) for fiscal year 2016 to fiscal year 2018. <br />Other accomplishments of the Human Resources Depart- <br />ment in fiscal year 2015 include: <br />• Coordinated the Town’s annual open enrollment and <br />processed 261 changes to active and retired employees’ <br />health, dental, and life insurance coverage. <br />• Implemented a new optional life insurance program. <br />• Completed recruitments for 26 position vacancies <br />throughout the organization. <br />• Worked with the Police Department to administer an <br />assessment center promotional process for the position <br />of Police Captain. <br />• Worked with the Fire Department to administer an en- <br />try-level fire exam to 53 candidates. <br />• With the assistance of the Wellness Coordinator, con- <br />tinued wellness workshops and the annual Wellness <br />Day/Benefits Fair. <br />Organizational Initiatives <br />The Town’s Senior Management Team (SMT) continues <br />to maintain the organization’s collaborative culture to keep <br />municipal programs and services functioning effectively. <br />Organizational goals are established on an annual basis. <br />Accomplishments and project updates include: <br />• Finalized policies and procedures, program objectives <br />and governance model for the new Lexington Com- <br />munity Center that opened in July 2015. Re-organized <br />and created a Department of Recreation & Community <br />Programs to better coordinate and provide a wide range <br />of community programs. <br />• Re-aligned the mission of the Department of Human <br />Services to focus on the needs to youth, seniors, families <br />and veterans’ in the community. <br />• Re-organized Information Technology and created an <br />Information Services Department. Appointed a Chief <br />Information Officer and focused attention on commu- <br />nication among all stakeholders. Implemented a plan <br />for best using of technology to meet both the internal <br />needs of the organization, the needs of residents and <br />customers. <br />• Finalized re-organizational efforts to better align land <br />use departments under the jurisdiction of a new posi- <br />tion, Assistant Town Manager for Development. <br />• Continued Facility Master Planning specifically look- <br />ing at Fire and Police facilities considering separate or <br />combined operations, location, renovations or new fa- <br />cilities. <br />• Continued the internal control review to analyze at-risk <br />areas across all departments and determine how to best <br />address these areas. <br />• Continued planning for and responding to the needs of <br />our culturally diverse community and working to ensure <br />that municipal services address and include them. <br />• Continue to provide successful citizen engagement pro- <br />grams such as the popular Citizens’ Academy going on <br />its seventh year and the annual training for board and <br />committee volunteer office holders. <br />Town Clerk/Board of Registrars <br />Role: The Town Clerk acts as the Town’s chief election <br />official, recording officer, registrar of vital statistics, public <br />records officer, and licensing officer, and maintains records <br />of adopted municipal code, bylaws, oaths of office, resigna- <br />tions and appointments. The Town Clerk’s office responds <br />to inquiries from the public and serves as a central infor- <br />mation point for the Town. <br />A ppointed: Town Clerk Appointed by the Town Man- <br />ager; Donna Hooper July 1, 2014—December 14, 2014; <br />Nathalie Rice appointed December 15, 2014. Warren (Democrat, 2016), Jean Barrett <br />(Republican, 2018), and Town Clerk Nathalie Rice after <br />December 15, 2014. <br />HigHligHts: <br />After an 18 year tenure as Town Clerk, Donna Hooper was <br />promoted to the position of Chief Information Officer, ef- <br />fective July 1, 2014, to oversee the Town Clerk’s and newly <br />reconfigured Information Services Departments. She is <br />missed by her staff, Town Meeting, Election Workers and <br />all those who worked with her in her capacity as Town <br />Clerk. Ms. Hooper continued to serve as Town Clerk un- <br />til the Town welcomed newly appointed Town Clerk Na- <br />thalie Rice on December 15, 2014. <br />Following 5 years of Community Preservation appropria- <br />tions of $150,000 (FY09-FY13), and a one-year appropri- <br />ation of $20,000 (FY14), ongoing efforts of conservation, <br />preservation and digitization of Lexington’s historic docu- <br />ments continue; conserving and digitizing selected historic <br />Town Manager continued from previous page
