Chair Eccles opened the formal hearing for 1884 Massachusetts Avenue,exterior changes in the Battle Green Historic District Documents Proposed Narrative: dated August 17, 2021 The board agreed that the historical marker/signage were appropriate and colorful. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1884 Massachusetts Avenue.Motion carried,all in favor. Chair Eccles opened the formal hearing for 812 Massachusetts Avenue, exterior changes in the East Village Historic District Documents Proposed Barn Elevations and Plans: dated September 29, 2021 Proposed Barn Elevations and Plans: dated September 15, 2021 Existing Barn Photos: dated September 15, 2021 HDC Email Chain: dated September 15, 2021 Town Clerk's Certificate: dated September 28,2021 Letter to Building Department: dated September 15, 2021 List of Material: dated September 15, 2021 Material Cut Sheet: dated September 29,2021 The contractor explained the proposed changes on barn demolition. The board felt these plans in exception of doors were appropriate and an improvement to the look now. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 812 Massachusetts Avenue on the condition the applicant comes back for approval of the door.Motion carried, all in favor. 2/4 CONTINUED HEARINGS Chair Eccles opened the formal hearing for 443 Massachusetts Avenue, exterior changes in the East Village Historic District The owner signed the continuation letter to reschedule this hearing to next HDC meeting on November 4, 2021. The board agreed to move it to next HDC meeting on November 4, 2021. Chair Eccles opened the formal hearing for 977 Massachusetts Avenue, exterior changes in the East Village Historic District Documents Site Plan, dated July 1, 2021 Proposed Plans, dated September 2, 2021 Materials List, dated August 4, 2021 Work Scope Narrative, dated August 5, 2021 The architect explained the proposed changes on additions and exterior changes. Abutter: David Rothfuchs (20-22 Spencer St) He was concerned about the distance from the Spencer Street to the garage door. Architect specified it would be 65 feet. He also asked if he would put up a fence or plantings on the property line for privacy reasons. Architect agreed to do this. The board felt these plans excluding exterior painting colors and barrier plantings were appropriate and an improvement to the previous submitted plans. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 977 Massachusetts Avenue on the condition the applicant will come back for the garage doors and paint colors. This certificate will include the plantings along the property line.Motion carried, all in favor. Chair Eccles opened the formal hearing for 1312 Massachusetts Ave, exterior changes in the Munroe Tavern Historic District Documents None This was continued per applicant's request to 11.4.21 meeting. ACTION ITEMS Consideration and vote to include 8 Summit Road in the Mount Independence Historic District: Motion carried, all in favor. 3/4 Consideration and vote on proposed by-law: Motion carried and seconded to Town Council for vote on Town Meeting, all in favor. Consideration and vote on the final Study Report on the Establishment of the Mount Independence Historic District: Motion carried and seconded to Select Board for vote on Town Meeting, all in favor.
