MINUTES Approval of Minutes of Regular Meeting of May 11, 2021 Upon motion by Richard F. Perry and seconded by Weidong Wang, the Board voted to approve the Minutes of the Regular Meeting of May 11, 2021, all members having received copies. Financials We continue to be in good financial condition. B. Project Updates Federal Scattered Sites Window Project This project is moving along with the contractor staying on schedule and budget. The project should be wrapping up next week. Vvnebrooke Village Air Source Heat Pumps As of 6/7/21, the contractor is halfway done with the interior installation of units. There was a slight delay due to a Covid related issue but that has been resolved and the contractor is back in the units moving along. Per the schedule, Vynebrooke Village will wrap up within 2 weeks and we will begin the install at Greeley Village. Vvnebrooke Village ModPHASE There are no new updates to report. The Architect is currently working on the schematic design to be submitted to DHCD later this week. has been submitted to DHCD for review. We do anticipate a cost increase due to the increase in lumber prices. 45 Forest Street kitchen/porch enclosure Bids are due today at noon and will be presented at next meeting for approval. MassNAHRO Capital Needs Assessment study MassNAHRO has been engaged with TAG Associates to help create a plan of action to assist in developing a strategy to address the $2 billion backlog of capital work. The state recently did a CNA of the portfolio but it doesn't address critical issues-old pipes, no elevators, etc. The study only looks at what they currently have and what needs to be improved. MassNAHRO wants to do their own CNA study to quantify the actual amount of funding needed and use HUD's methodology and compare it to DHCD. This would also open up more funding opportunities with the Biden Infrastructure Initiative. MassNAHRO will engage Onsite Insight to conduct a CNA for two specific State housing types-walkups for families and seniors (which we have). 2 The estimated cost to participate is $4,500.00. Jenna has confirmed that we have the funds in our operating reserve to participate. This study will also give us a better look at our own portfolio as well as help the cause. Upon motion by Richard F. Perry and seconded by Weidong Wang, the Board voted to participate in the MassNAHRO Insight Onsight CNA study with a cost of $4,500.00. Perry Weidong Wang Melinda Walker Mark McCullough Gardens Thanks to Weidong and John Zhao who helped coordinate communication with residents regarding the gardens and plots. All gardens are open at the villages. A new fence is scheduled to be installed at Countryside in the next few weeks. C. Tenant Board Member Update Applications are due to the Town Clerk by 6/15/21. The Selectboard would like input from the LHA Board prior to selecting a member. The LHA Board would like an opportunity to meet applicants at a meeting prior to this. D. Eversource/Greeley Village outage Greeley Village lost power on 5/29/21. Eversource brought in three generators as the could not determine the issue. On 6/1/21, we received a call from Eversource stating it was LHA responsibility to fix the issue because the problem is with secondary lines of the transformer. Caileen argued that we have never been responsible for the work that they complete. Caileen dealt with the community liaison who was helpful. On 6/3/21, Eversource determined that the transformer and equipment on pole was bad. After replacing the transformer, Eversource determined there was an issue with the underground lines and they had to dig to replace. Greeley Village power was restored 6/4/21. We will dispute the bill when received. Caileen contacted Senator Barrett office, who was very responsive, and it waiting for a return call. Caileen will keep the Board posted. E. Re-Opening Plan The office door was unlocked 6/1/21. The Board would like to start meeting again in person. 6. ADJOURNMENT 8:10 A.M. A true copy attest........................... CAILEEN B.
