Review of Section J policies with Superintendent Ash. • JB - Equal Opportunity: MASC version adding "homeless status" in 3rd paragraph • JBA - Student -to- Student Harassment: to council • JC - Attendance Areas: #2: Add "SC encourages walking and bicycling to school and prefers boundaries that maximize these transportation options for students." • JCA - Assignment of Students to Schools: o #1 Change to "If the change involves a student with medical considerations, significant educational needs, or a hardship case. o #3 Add to end of last sentence, "... they are expected to attend the school that corresponds with their new address." o #3 - Add "Requests for exceptions are made to the superintendent based on space availability and educational needs of the child." o Last sentence last paragraph - change "exceptional child" To "Unless a student's educational needs qualify them for school transportation...or unless specified by superintendent." • JCAC - Student Out -Of- District Transfer Policy: Ellen Sugita and PA. • JEB - Entrance Age: o change children to students o remove second paragraph • JF - School Admissions: Add "Proof of residency is required." • JFAB - Non - Resident Students: to council • JFABB - Admission of Exchange Students: delete • JFABC - Admission of Transfer Students: delete • JFABD - Homelessness Policy (Lexington): o change title to Homeless Students: Enrollment Rights and Services o Add to last paragraph - "The district's homeless student education liaison for ..." ,1 • JFABD - Homeless Students: Enrollment Rights and Services (MASC) : delete • JFBB - School Choice: delete • JFBB-1 - School Choice: keep • JH - Student Absences and Excuses: o Delete Lexington version o change title to : Absences, Tardiness, and Excuses o 2nd paragraph: Add "child; sanctioned school -based functions: and ..." o 3rd paragraph: Add "Students who are absent for an excused academic reason will not be penalized." o Keep LHS procedure in handbook not in policy. • JH -2 Attendance Policy: o Keep first page only o Remove school hours under Information section o Add to Excused section bullets: sanctioned school -based function o Last sentence to first paragraph: Add - "Principals are required to report absences in excess of these limits. School officials may consider if necessary, following a CHINS (child in need of services) legal filing." • JH -R - Attendance Policy Procedure: delete • JHD - Exclusions and Exemptions from School Attendance: fine • JI - Student Rights and Responsibilities: repeating statute as a policy. Fine as is. • JIB - Student Involvement in Decision - Making: need to have Student Advisory Committee meetings with SC happen • JIC - Conduct and Student Discipline: o Eliminate 6 page MASC version and keep SCM 2 page version o 2nd paragraph: Add to last sentence - "...parents electronically. Original printed copies are available in school principal and superintendent offices." o 4th paragraph: add "...activities, Internet and bus privileges, and..." • JICA - Student Dress Code: add 2nd paragraph last sentence: Dr. Ash recommends adding. "materials and substantial ..." • JICC - Student Conduct on School Buses: o add "To ride the school bus, parents and students must submit completed school bus conduct contract." o Reference to EEAEC • JICE - Student Publications: o Ask Laura Lasa to review o consider SC financing the Musket in FY17 budget • JICF - Gang Activity /Secret Societies: delete but inform SC • JIFCA - Prohibition of Hazing: fine • JIFCA -E - Policy for Hazing: delete Lexington's and keep MASC • JICFB- Bullying Prevention and Interventional Plan Policy: o keep Lexington 6 page version not MASC o Needs to be reviewed by council. o Need to inform SC periodically • JICG - Tobacco Use by Students: fine • JICH - Drug and Alcohol: delete Lexington version and to be kept in school handbooks • JIE - Pregnant Students: fine • JIH - Searches and Interrogations: fine • JII - Student Complaints and Grievances: modify 2nd paragraph to make more clear. • JJ - Co- curricular and Extracurricular Activities: #5 - Add "advisor, and will be listed in the student handbook. • JJA - Student Organizations: o last paragraph: delete "will relate to curriculum" and add " The principal is responsible for approving all student organizations." o delete 6th paragraph • JJE - Student Fund - Raising Activities: eliminate current list of examples and add Lexington Food Pantry as a new example. • JJF - Student Activity Account (Lexington) : o PA will discuss with staff 5013c nonprofits groups regarding insurance, liability, materials /equipment replacement costs. o Ex: sports boosters, FOLMADS, BOLDDD • JJH - Student Travel: o change title to International Student Travel o remove term "initial in first paragraph o second paragraph add "...approval by SC is required no less than 90 days prior..." • JJH - R - Student Travel Regulations: under trip scheduling, last sentence: " If hotel accommodations have a pool, staff will notify students that students may not use the pool facility if no lifeguard present and on duty." • JJIB - Interscholastic Athletics: 3rd paragraph to include "Middle School and High School level" and end with "subject to funding." • JICCA - Athletic Events and Practices: to be reviewed by Naomi • JJIf - Head Injury Management: add to last paragraph - bowling and strike - gymnastics, horseback riding, rifle, rugby, and squash. • JJIF - Athletic Concussions: fine • JJIF -R Athletic Concussion Regulations: fine • JK - Student Conduct: SCM is fine using term verbal reprimand. • JKA - Corporal Punishment: delete • JKAA - Restraint of Students: review by Ms. Sugita • JKF - Disciplining Students with Special Needs: review by Ms. Sugita • JL - Student Welfare: o eliminate Homemaking and Industrial Arts in 6th paragraph o change to K -12 in last paragraph • JLA - Student insurance Program: delete • JLC - Student Health Services and Requirements: o Keep MASC version. o Add to first paragraph - "All student documentation must be submitted annually within the first 30 days of the opening of school." o Delete 3rd paragraph o Ist paragraph - collect immunization history under medical records collection. • JLCA - Physical Examination of Students: check with Ms. Gasperini about BMI • JLCB - Inoculation of Students: check with Ms. Gasperini about chickenpox • JLCC - Communicable Diseases: ask Ms. Gasperini which policy (MASC or Lexington) is preferred • JLCCA - AIDS and HIV: ask Ms. Gasperini • JLCCA -E - AIDS and HIV Procedures: ask Ms. Gasperini and consider changing title to Universal Precautions • JLCCB - Tuberculosis: delete • JLCD - and JLCD -R - Medication: ask Ms. Gasperini • JLCEA and JLCEA -R - Life Threatening Allergies: ask Ms. Gasperini • JLD - Guidance Program: ask Ms. Valcosi • JLDBA - Suicide Response: ask Ms. Valcosi • JLDBD - Child Abuse and Neglect: ask Ms. Valcosi • JP - Student Gifts and Solicitations: o eliminate 2nd paragraph o Add "When gifts are given, the value of any gifts is limited by state law of $50." o Ask Mr. Hardy • JQ - Student Fees. Fines. and Charges: o Change Board to SC o Are fees listed in the handbook? o Remove bold type • JRA - Student Records: o need Ms. Dunn to review FERHRA o ask counsel o leaning towards MASC version • JRA -R - • JRD - Student Photographs: o remove bold print o add - "No photos of students will be released outside of school without parent permission." 2. Review of written comments on section J by MaryEllen Dunn and Jill Gasperini • JLC - Student Services and Requirements: o Keep 3rd paragraph but change medical consultant to school physician o 6th paragraph- add "... plan, and a medical policy and procedures (JCD -R), and an Emergency Operations Plan. o 7th paragraph - change to read: The Student Emergency Report be given to Emergency Medical Services which lists medically significant allergies or diseases the student might have; o 8th paragraph - delete o 9th paragraph - change principal to school. Delete 2nd sentence and add :If the case may involve possible legal or public relations implications, the Superintendent will be notified. o 10th paragraph - prompt reporting by school nurse ....illness." eliminate remainder of sentence. o 11th paragraph - change call for to "retrieve" and end at student. Emergency contact information is provided by parents /guardians. o 12th paragraph - replace first 2 sentences with: The school nurse will decide is an ambulance is warranted. Should the illness or emergency require immediate emergency or medical attention, 911 will be called. o Eliminate last paragraph - question this... • JLCA Physical Exams of Students: o Change 1St line to - Every student enrolled must be in compliance with MGL 71:53; 71:54; 71:56; 71: 57; 105 CMR 200; and JF school Admissions. o Delete paragraph 2 and 3 o 4th paragraph- delete last line o 5th paragraph 1St line eliminate "in writing or by physical visit. o 5th paragraph - A copy of the report shall be kept by the school nurse. o 6th paragraph- Change to "Nurse Leader" o Change excluded to "dismissed. " o Change exclusion to "dismissal." • JLCB - Inoculation of Students: no comments • JLCC - Communicable Diseases: Lexington version o Delete section I and guidelines section I and II o change HIV /AIDS to communicable diseases throughout document. • JLCC MASC - o 1St paragraph - end with "The anonymity of persons with communicable diseases are protected by law. o 3rd paragraph - insert I application from Lexington version o add last paragraph - III from Lexington version • JLCCA - AIDS and HIV: delete • JLCCA -E - AIDS and HIV Procedures: question on title and possibly change to Communicable Diseases Procedures. This is an Administrative directive (to Ms. Dunn /Ms. Gasperini). • JLCCB - o change title to Administrative Directive on Tuberculous for Students o need administrative directive (to Ms. Dunn /Ms. Gasperini) • JLCD - Medication Policy: add Section VI: Superintendent maintains administrative directive for medical procedures. • JLCD -R - no comments • JLCD - Administrating Medication to Students: delete • JLCEA - Life Threatening Allergies: no comments • JLCEA -R - change title to Administrative directive • JLD - Guidance Program: no changes from Ms. Valcosi but need to send to Ms. Dunn • EBB - First Aid: o change title to First Aid /Medical Emergencies o see last page from Ms. Gasperini. Send to Ms. Pulaski for handbook review. • EBC - Emergency Plans: o 2nd paragraph - change plan to emergency operations plan o 2nd paragraph- add "...and federal law" o NIMS - National Incident Management System and crisis teams The meeting was adjourned at 12:30pm.
