CAPITAL EXPENDITURES COMMITTEE REPORT TO 2011 ATM <br /> for payment, similar to all CPC and Town Meeting approved projects. The CPC is recommending this <br /> funding to Town Meeting subject to agreed standards for the purchase or creation of new housing units." <br /> [Brown Book, Page XI-16]. <br /> This Committee supports this alternate approach to providing CPF funding to LexHAB to further <br /> Lexington's community (affordable) housing objective under the CPA. As we discussed with the <br /> proponent, we expect the presentation to Town Meeting under this sub-element to provide evidence of <br /> where the procedural changes under this alternate approach have been shown to achieve the stated <br /> efficiencies in other municipalities. <br /> This Committee has a formal responsibility to advise Town Meeting on all uses of the CPF, and as the <br /> provision of these funds is absent information on the specific projects on which these funds will be used, <br /> this Committee finds it is important that two conditions shall apply to this appropriation: (1) The <br /> "Guidelines for Use of CPA Funding Under Article 8d for Acquisition of Affordable Housing Units by <br /> LexHAB" (as approved by the CPC at their meeting, March 17, 2011) shall be explicitly incorporated <br /> at least by reference in the Motion for this set-aside; and(2) That this Committee's advice, along with <br /> that of the CPC, shall be considered by the Board of Selectmen when it is approached by LexHAB for the <br /> required Board's approval of any such specific project that proposes to use any of the funds from this <br /> set-aside. (The review by this Committee, the CPC, and even the Board of Selectmen, could be <br /> accomplished in a joint meeting so as not to materially delay that Board's ability to make a timely <br /> decision.) <br /> Project Description(CPA Category) Amount Funding Committee Recommends <br /> Requested Source <br /> (e) Battle Green Monument Restoration <br /> Resources $50,000 CPF (Cash) Approval (5-0) <br /> (Historic ) <br /> "This project will rehabilitate and repair existing monuments in Town in preparation for the Town's 300th <br /> year celebration in 2013. Monuments to be restored and repaired include the Obelisk, Minuteman Statue, <br /> Minuteman Monument, and the Common flagpole. A conservator will be hired to assist and oversee the <br /> necessary work. The monuments will be checked for structural integrity and will be repaired and restored <br /> to proper finish. This project will preserve monuments to Lexington's history for both Lexington residents <br /> and tourists visiting the Town." [Brown Book, Page XI-14]. <br /> Project Description(CPA Category) Amount Requested Funding Source Committee Recommends <br /> (f) Battle Green Master Plan <br /> Implementation(Historic $50,000 CPF (Cash) Approval (3-2) <br /> Resources) <br /> "A Master Plan for the Battle Green is being prepared for the Selectmen's approval. This plan will call for <br /> the coordinated stewardship of this important Lexington resource, and will recommend site improvements <br /> including comprehensive programming for lighting, interpretation, path surfaces, parking, pedestrian <br /> access, monument preservation and plantings. While the details of the Master Plan are still being <br /> reviewed, the Master Plan Committee is seeking funding for initial work on the pathways leading to the <br /> monuments on the Green. The funding estimate for this historic preservation project is $48,000 for <br /> restoration work with a $2,000 contingency. Additional funding may be requested in subsequent years for <br /> this historic preservation project, depending upon available matching state, federal, and private grant <br /> funds." [Brown Book, Page XI-16] <br /> Notwithstanding the title of this sub-element and that Article 34 of this Meeting will be Indefinitely <br /> Postponed (see this Committee's position on it on Page 58), but as recognized in the above description of <br /> the purpose of this requested funding, this funding which is in conjunction with that proposed under <br /> sub-element(e) is for initial work related to the monuments on the Battle Green. <br /> 33 <br />
