CAPITAL EXPENDITURES COMMITTEE REPORT TO 2011 ATM <br /> We have the following as the breakdown of the costs for the requested authorization: <br /> Estimate for Engineering and Legal Services <br /> for Anaerobic Digester Facility at Hartwell <br /> Avenue Site <br /> Estimated Cost <br /> 1 Mass DEP Permitting S 8.000 <br /> 2 Field Investigation <br /> 3 Survey S 7,000, <br /> 4 <br /> ,000- <br /> 4 Wetland Delineation $ 4,000 <br /> 5 Subsurface Analysis , $ 5,000 <br /> Draft RFP/Special Legal <br /> 6 Services $ 18,000 <br /> 7 Public Meetings , $ 5000 <br /> Evaluate Proposals/ <br /> 8 Contract Negotiations $ 5.000 <br /> 9 Est.Total $ 52,000 <br /> Comments Applicable to Both Efforts <br /> As this annual Article only provides the required authorization for revolving funds, this Committee <br /> normally would not comment on it; however, as the Town intends to pay for these two capital projects <br /> from a revolving fund, we believe these projects should be handled like other capital projects which <br /> includes our review and recommendation to Town Meeting and be subject to explicit Town Meeting <br /> review and approval. It will continue the proper retention and archiving of vital records <br /> created by municipal departments with microfilming and digitization for ready access. The request for <br /> FY 12 includes significant items from the Assessor and Town Clerk collections that are at risk for damage <br /> and loss. Additional work to microfilm bulky permanent records is also planned. The request includes <br /> provision of hardware/software as needed for electronic document management, in addition to <br /> microfilming, scanning,preservation and conservation."
