Town anager continued from previous page <br />• With the assistance of the Wellness Coordinator, con- <br />tinued wellness workshops and the annual Wellness <br />Day /Benefits Fair. <br />Organizational Initiatives <br />The Town's Senior Management Team (SMT) continues <br />to maintain the organization's collaborative culture to keep <br />municipal programs and services functioning effectively. <br />Organizational goals are established on an annual basis. <br />Accomplishments and project updates include: <br />• Continue physical and programmatic design for the <br />new Lexington Community Center planned to open in <br />spring of 2015. <br />• Continue Facility Master Planning specifically looking <br />at Fire and Police facilities with decisions on combined <br />operations, location, renovations or new facilities. <br />Town Clerk/Board of Registrars <br />Personnel FY13 FY14 <br />• Continue senior staff succession planning reviewing <br />internal operating procedures and engaging mid -level <br />managers in organizational decision - making. <br />• Begin an internal control review to analyze at -risk areas <br />across all departments and determine how to best ad- <br />dress these areas. <br />• Continue planning for and responding to a diverse pop- <br />ulation and working to ensure that municipal services <br />address the needs of our culturally diverse community. <br />• Determine and implement a plan for the best use of <br />technology to meet both the internal needs of the orga- <br />nization as well as the needs of residents and customers. <br />• Continue to provide successful citizen engagement <br />programs such as the popular Citizens' Academy going <br />on its sixth year and the annual training for board and <br />committee volunteer office holders. <br />FullTime .. ............................... 3 ...... ............................... 3 <br />PartTime . ............................... 3 ...... ............................... 3 • <br />TOWN Clerk Appointed by the Town Manager; Donna <br />Hooper since 1996. Warren (Democrat, 2016), Jean <br />Barrett (Republican, 2015), Sally Lawlor (Republican, <br />2014), and Town Clerk Donna Hooper (Unenrolled). <br />HIGHLIGHTS: <br />• Following 5 years of Community Preservation <br />appropriations of $150,000, and a one -year appropriation of <br />$20,000, ongoing efforts of conservation, preservation and <br />digitization of Lexington's historic documents continue, <br />conserving and digitizing selected historic documents and <br />bound volumes, cataloging of Lexington's records of Town <br />Meetings and Elections, historic town papers, and the <br />300th Anniversary Celebration Collection. <br />• Meetings with Records Management Committee and <br />records management initiatives continue as key means <br />for managing both electronic and paper records and <br />information key to governmental operations and for <br />ongoing public access. Virtual Exhibit was created from <br />key selections of Lexington's historic records in time for <br />Lexington's 300th anniversary celebration. <br />• Continuation of enhanced organization -wide electronic <br />document management program, with collection and <br />archiving of board and committee meeting minutes and <br />reports, and posting on the Towns web site. <br />Enhancement of Laserfiche document imaging system <br />continues to be developed to serve as the basis for web <br />publishing archived documents for public access. <br />Code of Lexington— Publishing of annual supplement, <br />updating bylaws changes adopted at the 2014 Annual <br />and Special Town Meetings and regulations enacted or <br />updated during 2014. <br />Continuation of the Commonwealth's E- Births <br />electronic recording of vital record and preparations for <br />implementation of the E- Deaths module in Fall 2014. <br />Annual Town Census updated Lexington's population, <br />with close coordination with Lexington Public Schools, <br />and verified voter registration rolls, with Annual List of <br />Residents published. <br />The Town Clerk's Office oversaw appointment <br />notifications; oaths of office, and posting of in excess <br />of 1,000 public meetings conducted for appointed and <br />elected boards and committee members. <br />Ongoing oversight of the 2009 Ethics Reform <br />legislation, imposing changes to the Conflict of Interest <br />Law and Public Records Law and requiring notification <br />and training of municipal employees, continues to <br />issue required training and notifications provided to <br />board and committee members, municipal and school <br />employees. <br />Special Town Meeting held November 4, 2013 for the <br />purposes of adjustments to FY2014 budget, appropriate <br />for renovations to be acquired at 39 Marrett Rd, and <br />appropriate for modular classrooms at the High School. <br />
